A Textual Analysis Of The Construction Policy Of Ideological And Political Teachers In Colleges And Univesities Since Reform And Opening Up

By using the three-dimensional analysis framework of policy tools-policy elements-policy subject dimension,this paper systematically combs the logic of selecting policy tools for ideological and political teachers' team building in Colleges and universities since the reform and opening up,and comprehensively analyzes the overall quantitative characteristics and historical development context of the policy text,and finds that there are still some loopholes in the current policy tools for ideological and political teachers' team building in Colleges and universities.Based on the analysis of the research results,this paper puts forward some practical suggestions on how to optimize the policy tools,in order to provide some policy optimization ideas for promoting the construction of Ideological and political teachers in Colleges and universities in the future.The paper is divided into five chapters.The first is the introduction.This paper expounds the research background and significance of the policy of Ideological and political teachers' team building in Colleges and universities since the reform and opening up;literature review at home and abroad;research ideas and methods;finally,it gives a brief overview of the innovation and shortcomings of the research.The first chapter introduces the basic theory of the policy analysis of the ideological and political teachers' team building in Colleges and universities.First of all,it clearly defines the concepts of education policy and ideological and political education policy,and the Faculty of Ideological and political courses in Colleges and universities.Secondly,it expounds the theoretical basis of the policy analysis of the ideological and political teachers' team building in Colleges and universities,that is,the theory of educational policy analysis,the theory of content analysis and the theory of policy tools.This part of the study laid a solid theoretical foundation for the following policy text analysis.The second chapter is the research design,mainly including the construction of the analysis framework,the choice of the text and the carding.It constructs the three-dimensional analysis framework of the policy tool dimension,the policy element dimension and the policy subject dimension,and makes a specific summary of the selection principle,the selection and the sorting process of the research object of this paper,and finally completes the analysis of the policy content unit based on the text analysis code.The third chapter is the content analysis of the policy text of Ideological and political teachers' team building based on the policy tools,mainly including the total amount analysis,keyword analysis and tool dimension analysis.Total analysis aims to clarify the annual distribution,text type and subject distribution of the text;keyword analysis aims to clarify the essence and research focus of the text;tool dimension analysis aims to clarify the characteristics of three-dimensional interaction.The fourth chapter is the historical investigation of the policy text of the ideological and political teachers' team building based on the policy tools.It combs the distribution of the policy tools and policy elements in the five stages of the recovery and development period,the exploration and improvement period,the deepening reform period,the development and improvement period and the innovation and breakthrough period,and then has a deeper understanding of the development of the policy context,and on this basis It includes the main experience of the construction policy of Ideological and political teachers in Colleges and universities.The fifth chapter makes a deep perspective of the results of the selection of policy tools for the construction of Ideological and political teachers in Colleges and universities,and finds that there are contradictions between policy tools and policy texts in the process of operation.The specific problems can be summarized into five aspects:frequent use of command tools;low degree of internalization of advice tools;poor use of incentive tools;authoritative restructuring tools It still needs to be optimized;the matching degree of policy tool combination is low.On the basis of finding contradictions and analyzing problems,this paper expounds the optimization ideas of policy tools for the construction of Ideological and political teachers in Colleges and universities in the future,that is,to enhance the use of advice tools;to give full play to the effectiveness of incentive tools;to improve the authority restructuring tools;to use multiple policy tools;to improve the supply of policy tools.
