Key Influencing Factors Of University A Patent Management System

In China,with the slogan of "Mass Entrepreneurship and Innovation" put forward,and with the awareness of intellectual property began to germinate among the society,and with the government attached more importance to intellectual property,patent has gradually become an important method and way to drive,protect and transform innovation.Universities are very important public institutions to maintain social stability and promote national development.They shoulder the important mission of talent training,scientific and cultural research.And they are the main force to output of important scientific and technological achievements.In the past,the transformation of scientific and technological achievements in universities was mainly realized by means of technology development,technology transfer,technology consultation and technology service.However,as the environment changes,universities are in urgent need of using patents to protect their own intellectual property rights.Through the characteristics of patents,universities can protect academic achievements,better integrate into the market,and realize the transformation of achievements.Because of China has a late start in this aspect and the situation is different from that of foreign countries,it is necessary to conduct critical degree research on the influencing factors in the unique patent management system of universities in our country to guide optimization and improve operational level.By analyzing university patent management system,the author determines four system elements of object,process,resource and external environment to analyze the influencing factors.And finally determine the key influencing factors.According to the historical statistical data released by the State Intellectual Property Administrative Department,the author induced the influential factors that are widely considered as obstacles in the patent management system were sorted out.Based on the records of the investigations and interviews about University A,the influencing factors of its patent operation system are obtained.Combined,summarized and classified with several elements of the system mentioned above,this thesis shows the influencing factors of patent management in the university,that layered into 4 first-level and 13 second-level influencing factors.The first-level influencing factors include the patent value,system process management and control,industrialization resources,regulations and public social problems.Then,twelve experts from IP field,universities and government departments were invited to score the critical degree between the same levels factors in pairs.AHP（Analytic Hierarchy Process）was used to evaluate and rank the scoring results,and they were divided into four most critical factors and five secondary critical factors according to the weight.Finally,based on the study of the critical degree of influencing factors,the paper puts forward the key influencing factors of the patent operation system of the university,such as the lack of industrialization funds and platforms,and puts forward corresponding suggestions.So that the University A can do more better for "Mass Entrepreneurship and Innovation".By realized the application of science and technology and achievement transformation,University A is also can promoting social technology development,its own discipline development,economic activity in the market.
