Research On Marginalization Of The Poor In Industrial Poverty Alleviation Projects

Industrial poverty alleviation,as a kind of "blood-making" poverty alleviation,not only aims at the overall economic development of the region,but more importantly,it promotes the coordinated development of poor individuals or families and the region,stimulates the endogenous impetus of the poor,not only encourages the poor to participate in the project and really benefit from it,but also help the poor obtain a longer-term development.However,in the actual operation of the project,the poor is marginalized in the practice in certain areas.At the same time,elite capture happens.The poverty alleviation resources of the poor are actually occupied by the elites,which makes a bad situation.This article takes the e-commerce industry poverty alleviation project in S Village as an example.Through an analysis of the expression marginalization of the poor in various stages of the project,the conditions and mechanisms of the poor marginalized in the project are discussed.Applying the theory of empowerment,this paper focuses on the distribution of various types of power in the village field,and finds that the unbalanced distribution of power in the village field is the key factor for the elites to seize resources,and it results different types disempowerment is the root of marginalization of the poor.Then,Combined with the discovery of Schevens which divides the disempowerment into four dimensions,the disempowerment situation of the poor in village S is divided into four types:disempowerment of politics,disempowerment of economy,disempowerment of society,and disempowerment of psychology.Then,this paper analyzes the mechanism of four types of delegating based on field cases.it finds,the tradition of elitism governance and the decision-making monopoly of project by elites are the important conditions for political disempowerment;Under the influence of economic rationality in village,the economic preference in project setting makes the project capital operation.Finally,it leads economic disempowerment;The two conditions of the social disempowerment of the poor are as follows:the dual dependence of the grass-roots government and the new trend of "difference preface pattern" leads to the lack of social capital power of the poor,which promotes the social identification of the elite;Finally,psychological disempowerment of the poor is a product of disempowerment fact and disempowerment perception.
