In order to establish a public service system for preschool education that covers a wide range of areas,provides basic services and ensures high quality,the state has introduced various policies to develop preschool education.As a public education resource,supporting kindergartens in urban communities should be cleaned up according to laws and regulations.The Urban District's Private Kindergarten as the primary goal of the governance is facing the urgent need to transform to inclusive kindergarten.However,the transformation requirements are directly related to the core elements of the kindergarten,such as the charging pricing and the idea of running,which is bound to have a certain degree of impact on it.In total,the transform to inclusive kindergarten is a good way to ease the difficulty and high cost of sending children to kindergarten,but how to deal with the impact of the transformation and how the government can achieve"quality popularization" are the keys to developing preschool education sustainably.In the introduction of this study,the research origin,research significance,research design and method,research status at home and abroad,core concepts are summarized.The first part analyzes the relevant policy documents,in order to understand the preferential policy trend of The Urban District's Private Kindergarten.It also focuses on the specific requirements and preferential policy basis of Wuhan authority of the transformation from the private for-profit kindergarten to the inclusive kindergarten.The second part takes a non-governmental kindergarten in J community,Hong Shan district,Wuhan city as an example to deeply explore the process and methods of its transformation under the background of the new policy.First of all,the questionnaire method is used to investigate the parents of the case kindergarten,to clarify their cognitive level,satisfaction degree and interest demands of the "inclusive kindergarten",to present the construction status of the inclusive kindergarten in the area where the case kindergarten is located.Secondly,through the interview and investigation of the principal of the kindergarten,the author records the experience of the transition in detail,understands the charging pricing,financial subsidies,support and supervision of the kindergarten by the government,probes into its growing difficulties and practical experience.The third part starts from the support and supervision of the government,the financial difficulties of the park,and the lack of understanding of the social,summarizes the problems in the promotion of the case kindergarten and the causes of those problems.The fourth part starts from the three dimensions of government,society and kindergarten to analyze of the transition strategy,to explore how the kindergarten can guarantee the quality of education under the condition of limited price.The purposes are providing experience and specific suggestions for the principals of non-governmental kindergartens in urban communities,an inclusive development reference for the education administration department.At the same time,it also enriches the related theoretical research on the inclusive development of the kindergarten.
