| The arrival of the era of knowledge economy not only promotes the process of economic globalization,but also promotes the development of science and technology.The driving force of world economic development has shifted from resources to science and technology.Nowadays,science and technology has become the main battlefield of competition among countries,and the competition of science and technology is actually the competition of talents.The scientific and technological talents that are at the top of the human resource pyramid are the main objects of competition among countries and regions.The Inner Mongolia autonomous region is located in the northern border of China,which belongs to the remote ethnic autonomous area.In the past decade,with the economic growth slowing down,both of the number and the growth rate of scientific and technological talents in Inner Mongolia had declined,and the brain drain has become a basic fact.There are not only economic development reasons,but also scientific and technological talent policy reasons,as well as scientific and technological policy implementation reasons.Moreover,the implementation of science and technology talent policy in Inner Mongolia Autonomous Region is not only a problem in the process of policy implementation,but also a problem in the policy itself in essence,including the concept and technology in the process of policy formulation.So.under the principle of market allocation of talents,how to solve the problem of the shortage and loss of scientific and technological talents by solving the problem of implementing the policy of scientific and technological talents,and then formulating and selecting appropriate talent policies.and how to use these policies to cultivate,attract,retain and use the scientific and technological talents scientifically and effectively have become the main problem for the strategic development of talents in the Inner Mongolia autonomous region.This study has selected the human capital theory,Maslow's hierarchy of needs theory,the field dynamic theory and the institutional disequilibrium theory as the theoretical basis and started from the research on the implementation of the policy of science and technology talents in Inner Mongolia Autonomous Region.Through the comprehensive and systematic analyses of the present situation of a logical whole including the present situation of the scientific and technological talents,the scientific and technological talents policies in the Inner Mongolia autonomous region and the implementation of these policies,the article has put forward that the scientific and technological talents policies in Inner Mongolia autonomous region have some defects in the policy making,and the implementation of the policies,and then,put forward the corresponding countermeasures according to the problems mentioned above. |
