Research On The Countermeasures To Enhance The Competitiveness Of Scientific And Technological Talents In Hebei

With the increasing development of the world economy,the development of knowledge and technology has become an important index to measure the comprehensive national strength of a country.It plays a more important role in promoting economic development and scientific innovation.Talent is the carrier of knowledge and the main body of scientific and technological innovation.Its competitiveness affects the economic strength of a country or region directly.As an important strategic resource of economic development,human resources have been paid much attention all over the world.In order to accelerate the economic development of many countries,we must develop and use the human resources well.The coordinated development of Beijing,Tianjin and Hebei is one of the important strategies of China's economic development,and is of great significance for promoting the coordinated development of China's regional economy.In the information age,talents are the driving force for economic development,and the competitiveness of talents has become a key factor affecting regional competitiveness.However,as an important position of the coordinated development of Beijing,Tianjin and Hebei,the number of talents in Hebei province is much but the structure is not reasonable,the scientific and technological talents are seriously deficient and the loss is serious.This situation has seriously hindered the economic development of Hebei province.In this context,this paper,from the perspective of Hebei Province,uses the analytical method of qualitative and quantitative analysis to study the competitiveness of science and technology talents in Hebei province.From the perspective of the factors affecting the competitiveness of talents,this paper analyzes the present situation of the competitiveness of scientific and technological talents in Hebei Province,finds out the existing problems in promoting the competitiveness of science and technology talents,analyzes its causes,and puts forward corresponding countermeasures to improve the competitiveness of scientific and technological talents on the basis of experience of domestic and foreign experience and the actual situation of Hebei province.First of all,the article analyzes the competitiveness of science and technology talents in Hebei from the perspective of factors affecting talent competitiveness.In order to find out the three main problems in the process of promoting the competitiveness of science and technology talents in Hebei Province,the four essential factors of talent resources,talent input,talent output and talent environment are evaluated and analyzed,and the three main problems in the process of promoting the competitiveness of science and technology talents are found:the physical mechanism of talent development is not sound and the structure of talents is not compatible.The resources of public service are not perfect.It also analyzes the reasons leading to the low competitiveness of science and technology talents in Hebei from three aspects:talent policy,economic development level and consciousness of administrative division.Secondly,from the perspective of establishing a unified regional talent policy,it puts forward specific countermeasures to improve the competitiveness of scientific and technological talents in Hebei province.These countermeasures include improving the system mechanism of talent development,optimizing the structure of talents,perfecting public service and giving full play to the driving role of the new area.Through the establishment of a unified talent policy,various factors that affect the competitiveness of talents can flow freely between Beijing,Tianjin and Hebei,thus promoting the coordinated development of regional economy.
