Australia began to explore and implement ICT literacy education in primary and secondary schools at the end of the 20th century following the steps of European and American countries,and gradually formed the training content of ICT consciousness,knowledge,skills and ethics as well as the training system with the ICT curriculum as the core,emphasizing the cultivation of students' problem-solving ability and creative thinking.The advent of the ICT era gave birth to the ICT literacy education in primary and secondary schools in western countries.With the demonstration of various countries,Australia calls for ICT literacy education,which urges the domestic attention to cultivate the ICT literacy of primary and secondary school students.In 1989,the provision of developing students' ICT skills was included in the national curriculum objectives for the first time.In 1994,the Ministry of Education issued the National Curriculum Statement,which included technology courses in the National Curriculum.In 1999,the Adelaide Declaration put ICT literacy into the national education goal,and began to attach importance to the cultivation of ICT literacy.In 2008,Australia promulgated the Australian Technology Curriculum Framework and constructed the ICT literacy framework.At present,the cultivation of ICT literacy in Australia includes ICT consciousness,ICT knowledge,ICT skills and ICT ethics.ICT consciousness requires students to have a perceptual cognition of ICT and form a wide understanding of the relationship between ICT and society;ICT knowledge includes knowledge related to ICT system,information processing and application,and computer programming language;ICT skills includes processing information,managing ICT and creatively using ICT;ICT ethics includes protection of intellectual property rights,compliance with network security provisions and understanding of the social impact of ICT.Australia uses direct and indirect ways to cultivate ICT literacy of primary and secondary school students.The setting up of ICT courses is a direct way.Indirect ways include other subject courses,network supporting courses and competition training activities.Victoria has made lots of efforts to cultivate ICT literacy of primary and secondary school students in Australia.All-round measures have been carried out,including organizing and setting up Digital Technology courses,integrating ICT learning into other courses,complementing network supporting courses and developing and using online resources.The cultivation of ICT literacy of Australian primary and secondary school students shows obvious characteristics,that is,highlighting the training of students' practice and innovation ability,emphasizing the foundation of ICT courses,emphasizing the integration with other courses and paying attention to the application of online resources.Its deficiency lies in the lack of systematization in the organization and implementation of various online resources and competition training activities,which is easy to cause waste of resources.At present,the ICT literacy education in primary and secondary schools in China is in the initial stage.The research on the cultivation of ICT literacy of Australian primary and secondary school students gives us the following enlightenment:to strengthen the cultivation of innovation and practice ability;to improve the sociality of ICT curriculum content;to promote the deep integration of ICT curriculum and other disciplines;to pay attention to multi-party cooperation and fully development online resources.
