Research On The Vitality Of Social Service Institutions From The Perspective Of New Institutionalism

In order to adapt to the development of the market economy system and meet the increasing material and cultural needs of the people and public service needs,the Chinese government has gradually started the reform of political system and social management system with the transformation of government functions as the core.As the third sector outside the market and government,social organization is an important carrier of government transfer function.It not only constructs a bridge between the government and citizens,alleviates the pressure of the government,accelerates the transformation of government function,but also meets the public service needs of social members.Therefore,to realize the transformation of government functions and improve the way of social governance,we need to constantly stimulate the vitality of social organizations.However,the uncertain technological environment and diverse institutional environment have made a certain impact on the stimulation of the vitality of social organizations.Therefore,it is necessary to explore the influence of technological environment and institutional environment on the vitality of social organizations,understand the adverse factors that hinder the vitality of social organizations,"develop strengths and avoid weaknesses",and constantly stimulate the vitality of social organizations.From the theoretical perspective of new institutionalism,this paper collects data through semi-structured interviews and questionnaires,and through in-depth analysis of relevant text data,discusses the impact of technological environment and institutional environment on the vitality ofsocial service institutions.Specifically,by constructing the theoretical framework of "external environment individual behavior organizational vitality",this paper analyzes the vitality level of social service institutions in government purchase services,and explores the influence mechanism of technological environment and institutional environment on the vitality level of social service institutions.Among them,the vitality of social service institutions is mainly measured from four aspects: service capacity,competitiveness,autonomy and organizational cohesion.The results show that:(1)the mechanism of technological environment on the vitality of social service institutions mainly affects the service and cohesion of social service institutions through financial input;(2)the mechanism of institutional environment of "macro encouragement and micro restriction" on the vitality of social service institutions mainly through the registration management,project evaluation,financial support and daily supervision of organizations Section 3 affects the vitality of social service institutions;(3)organizational factors affect the service capacity,competitiveness and autonomy of social service institutions through the total assets of institutions,the integrity of organizational structure,the evaluation and grading of social organization level,the type of Council(or board of directors)personnel composition and the actual role played by the Council;(4)the acceptance of local government officials and social members As well as the recognition degree of service objects will also have an important impact on the vitality of social service institutions,especially the difficulty in measuring the effect of social services and the slow performance of service results in the low recognition degree of social members to social serviceinstitutions.Therefore,there is a long way to go to stimulate the vitality of social organizations.Although the requirements of technical environment and institutional environment for organizations are sometimes contradictory,social service institutions still need to maintain vitality,so as to accelerate the transformation of government functions,meet the diversified needs of social members,maintain social stability and promote social progress.
