Institutional Environment And The Vigor Of Social Organizations Of Science And Technology

The Third Plenary Session of the Eighteenth Central Committee of the Party put forward the requirement of creating a new pattern of social governance,that is " inspiring the vitality of social organization " and"improving the means of social governance" so as to achieve the modernization of the state's governance system and governance ability,in the while,the critical factor of the inspiring for the vitality of social organization,is that to reforming the institutional environment,and carry out on the researching of the institutional environment and the scientific and technological social organization is the major practical project to creating a new type of social governance.In this paper,we take a view through the structural functionalism theory,and choice the means of quantitative and qualitative combination to explore the impact of institutional environment on the vitality of science and technology organizations and internal mechanisms,and then attempting to explore means to inspiring the vitality of science and technology organizations.At present,the status quo of the vitality of science and technology social organizations in China can be summarized as follows:in the whole the vitality of science and social organizations is generally low.In the study indicating us about four major problems:First,the full-time staffs of scientific and technological social organizations are in low percentage,the government funding is the vast majority part of funds in total income of the organizations,while,the chiefs of science and technology social organizations are in low satisfaction on their own vitality.The second is that the social identity of science and technology social organizations is generally low;8 Third is that the enthusiasm of science and technology social organizations on providing social services is not active;Fourth,the resource gaining ability of the science and technology social organizations is quite weak.In the researching of this project,in statistic analysis,the specific institutional factors are the key effect influence the vitality of science and technology social organizations.In general this paper lay out the following conclusions:legal institution,management institution and hierarchical governance environment have a significant positive impact on the vitality of science and technology social organizations,and registration institution,supervision institution and the national level cognition and attitude or other factors affect the vitality of science and technology organizations partly weak,on the other side,the healthier environment provided in the areas like legal institution,management institution and the level environment of governance,the higher degree be given by social recognition of this social organizations,both in the enthusiasm of the social services,and the resources gaining ability.Obviously that,in the whole context of social governance,urging on inspiring the vitality of science and technology organizations,we should solve the three key point:First is to establish a complete legal institution for scientific and technological social organization.The second is improving and completing the management institution of science and technology social organizations,including organizational training system and project purchase system.The last,optimize the hierarchical governance environment of science and technology social organizations.
