A Study On The Contradiction Between Supply And Demand Of The Supervision Of The Social Work Project Leader And The Countermeasures To Resolve It

The Ministry of Civil Affairs and the Ministry of Finance issued the guiding opinions on the purchase of social work services by the government under the guidance of the Ministry of Civil Affairs(2012)no.196,it is of great significance for accelerating the transformation of government functions,building a service-oriented government,and effectively meeting the People's ever-increasing demand for personalized and diversified social services,but these government purchase social work service project's development needs to obtain the corresponding supervision support.In March 2012,19 departments jointly issued the mediumand long-term plan for the construction of social work professionals(2011-2020),which clearly sets out the goal of training 80,000 social work supervisory personnel.Since 2009,the provinces and cities have accordingly issued nearly 40 relevant policies and guidance opinions,which shows that the state attaches great importance to the development of social work supervision.At present,the research on the supervision of social work is mainly about the summary of the theoretical knowledge and practical experience of supervision.As for the summary of practical experience,there are the research on the supervision of interns and the research on the supervision of frontline social workers,but there has been no supervisory study of the project leader.At the same time,according to the author's more than 10 years' work experience as director and supervisor of the Guangzhou Social Work Service Station(hereinafter referred to as the "social work station"),as well as peer exchanges,we found that the current supervision situation of the director of the social work station is difficult to meet their actual needs,the industry does not pay enough attention and does not drive the initiatives that support their growth.In order to make up for the lack of supervision research and provide a new perspective,at the same time to solve the contradiction between supply and demand for project leader supervision to provide practical reference,cause the concern of the relevant parties to provide empirical data.Taking the supervision of the director of the Social Work Service station in Guangzhou as an example,this paper divides the city of Guangzhou into a central urban area,a new development area and an urban-rural integration area,from which a social work station is drawn,taking the supervision of the director of the social work station as the case study object,under the guidance of the theory of supply and demand balance and the theory of demand hierarchy,using the case study method and the participation observation method,semi-structured interviews and questionnaires were used to investigate the subordinates(front-line social workers and field supervisors)and supervisors(supervisors and heads of organizations)of the social work station directors,to understand their evaluation of the actual and expected performance of the Social Work Station Director of the gap between the needs of supervision,and supervision in the three functions of the concept of guidance,to understand their social work station director of the status of supervision and evaluation.The investigation found that there were contradictions between one-way supply and two-way demand,common supply and individual demand,administrative supply and supporting demand,low frequency of supply and strong demand in the supervision of the director of the social work station in Guangzhou,the main reasons for the contradiction between supply and demand are that the buyer has not formulated clear supervision regulations,the industry has not formulated effective professional guidelines,the organization has not set up a special system and platform,there is no effective supervision to respond to the demand,and there is a lack of the initiative of the social work station director himself,finally,the paper puts forward some countermeasures to solve this problem,such as the buyer playing the role of top-level design,the Trade Association playing the role of platform,the organization setting up the special supervising system,the self-remolding of the specialty and the project leader playing the initiative.
