The Research About Supervision Of Social Work Projects Under The Perspective Of Need Theory

With the transformation of government functions,more and more social organizations begin to undertake government work in the way of government purchasing services.For the sake of cost-effectiveness,professional social work services are gradually carried out in a project-based manner.This put forward the huge demand to the social work project supervision.The supervision of social work is an important link in the administrative system of social work,the key to the improvement of the service quality of the social work profession,and the key to the development of the social work profession.The development of social work in our country starts relatively late.Compared with the western countries,it belongs to "education first",and the professional service of social work has only begun to rise in recent years.Therefore,the development of social work supervision is lagging behind.For college education,the supervision of professional practice is very weak,and for social workers engaged in professional services,the supervision of institutions and projects is still in the exploratory stage.By combing the history of social work supervision,the main contents of social work supervision,and the relevant literature on the theory and practice of social work project supervision at home and abroad,the author finds that,from the perspective of the scope of the research,there are few researches on social work project supervision by domestic scholars,and no enough attention has been paid to it.From the point of view of the research content,the domestic research on social work practice supervision is more comprehensive;from the perspective of research methods,both qualitative and quantitative methods are involved.However,most of these studies lack the guidance of social work theory,and the cases used are mostly third-party materials and lack of action research.In addition,there is little specialized research on the position of social work supervision itself.Therefore,this article takes the N city Z project as an example,taking the need-based theory as the instruction,and elaborates the Z project supervision practice emphatically.There are three main findings in this study.Firstly,Z project related parties have their own different needs.Project investors have three major needs:quality assurance of service,supervision of financial usage,information transmission and feedback.The needs of project stakeholders are divided into two categories,one is that project managers have the demands of project management and social work talents training in institutions,the other is that project social workers have the demands of administrative behavior,professional knowledge and skills and emotional support.The need for project supervisors is to have theoretical research and train social work professionals.Secondly,the whole process of project supervision is divided into four parts:policy supervision,project management supervision,project service supervision and social work professional supervision.Thirdly,there are some difficulties in the practice of needs-based work project supervision,such as the lagging nature of project supervision,the single form of supervision,the low frequency of supervision,the unequal power between the supervisor and the supervised,communication problems and lack of a uniform working standard for supervision.The causes of these difficulties lie in the levels of government,colleges,social organizations,project supervisors and the supervised.In view of these problems,the author based on past research and practical experience of Project Z,discusses the ways to improve the supervision of social work projects based on needs:firstly,the supervisors should follow the principles of respect,self-determination,confidentiality and equality;secondly,the evaluation system of project supervision should be carried out in the direction of task and process.Thirdly,the government needs to increase financial investment,accelerates the construction of supervision system and increases the propaganda of social work specialty;colleges and universities should pay attention to the study of supervision theory class and practice class;social organization should form a reasonable understanding of social work project supervision,establish an effective supervision and management mechanism and maintain a cooperative attitude in order to become the cultivation base of project supervision;the project supervisors should pay attention to both inside and outside,especially to the establishment of an equal and warm supervision relationship,which is based on the needs of the supervisors;The supervised person should always seek advice,strengthen their power and cultivate their own critical consciousness.At the end of the paper,the author makes a general analysis of this research.Finally,it discusses how to develop the social work project supervision.
