Study On The Negative Effects Of Social Institution Service Project Undertaking Agency Changes And Their Avoidance Strategies

With the reform of China's public service system and the continuous improvement of relevant national policies,after more than ten years of exploration and development in the purchase of social work services by the Guangzhou Municipal Government,a relatively complete and systematic government purchase model has been formed.At present,the purchase of social work station projects in Guangzhou is in the stage of transition from the second cycle to the third cycle.According to statistics,the author found that nearly one-third of the social work stations in the first transition to the second cycle were forced to accept the original contracting agency due to the failure to bid.After the evacuation,new service agencies will be stationed.Social work services are public services with high interpersonal dependence and greater sustainability.Therefore,frequent changes in social work service organizations will inevitably have a certain impact on the development of social work services and the development of organizations.At present,there are no scholars in the academic community who are concerned about the impact of institutional changes,hoping to fill the gap in research in this field.This article takes the Guangzhou Municipal Government's purchase of a social work station project as an example.By studying the change process of the five social work stations in Guangzhou to undertake the change of institutions,a semi-structured interview was conducted with 30 relevant personnel,supplemented by a participatory observation method,in-depth analysis and discussion of the project Under the background of the system,the social work service undertaking agency may have negative impacts,and propose corresponding avoidance strategies to improve the government's mode of purchasing social work services and enhance the continuity of social work services.This study found that the negative effects of changes in the undertaking agencies of social work service projects are: more difficult management of the purchaser,the development of the original undertaking agency is affected,the service quality of the new undertaking agency is challenged,and the trust of the service target is reduced;Based on the analysis of the causes of the above-mentioned negative effects,the deficiencies of the relevant subjects are analyzed in depth,and targeted evasion strategies are proposed for each subject in order to ensure the continuity of social work services and improve the purchase of social work stations by the Guangzhou Municipal Government The institutional mechanism of the project.
