| With the development of economic globalization and informatization,countries in the world are not only economically interdependent,but are also getting closer in science,technology,education,and culture.International exchanges and cooperation in higher education continue to deepen,and the internationalization of higher education has become an important trend in the development of higher education in the world,and it has also become one of the important strategies of China's education development.Guangdong Province is located in the coastal area,adjacent to Hong Kong and Macao.It has a unique geographical advantage.Benefit from reform and opening up,it has become one of the regions with rapid economic development and more active international exchanges in higher education.The promulgation of the " Development planning outline of Guangdong-Hong Kong-Macao Greater Bay Area " has brought new development opportunities for the internationalization of Guangdong's higher education.Guangdong should seize the opportunity to further enhance the internationalization of higher education to meet the development needs of the Guangdong-Hong Kong-Macao Greater Bay Area and the requirements of economic transformation and upgrading.Based on the new background of the development of the Guangdong-Hong Kong-Macao Greater Bay Area,this paper studies the development strategy of the internationalization of higher education in Guangdong Province by integrating strategic management theory and the triangular coordination theory.The research content mainly includes three sections.First section is an analysis of the status quo,summarizing the current basic situation of the development of Guangdong's higher education internationalization,and using SWOT to analyze the advantages,disadvantages,opportunities and challenges of Guangdong higher education internationalization in the context of the Guangdong-Hong Kong-Macao Greater Bay Area.Second section is the reference of experience,taking California's internationalization of higher education in the context of the San Francisco Bay Area as an example to analyze its experience in higher education internationalization and its revelation to Guangdong.Last section proposes a strategy based on the above analysis.The strategic objectives,implementation paths and countermeasures for the internationalization of Guangdong's higher education are described.The research shows that: First,Guangdong Province has made some achievements in promoting internationalization policies,Sino-foreign cooperation in running schools,Confucius Institutes and Confucius Classrooms,internationalization of teachers and students,and technology internationalization.Through SWOT analysis,it is found that its advantages are geographical advantages,economic strength,government encouragement and support.The disadvantages are mainly the lack of high international reputation,the low level of cooperation in running schools,the insufficient participation of market forces,and insufficient attention to international assessment.The opportunity lies in The Guangdong-Hong Kong-Macao Greater Bay Area strategy brings financial support and policy environment optimization,increased cooperation and investment opportunities,and deepened integration of education between Guangdong,Hong Kong and Macau.The challenge lies in the institutional guarantee and direction guidance brought by the Guangdong-Hong Kong-Macao Greater Bay Area strategy,and the fierce international competition for international students.Second,California has formed a tripartite coordinated development model of higher education internationalization in the context of the San Francisco Greater Bay Area.Guangdong Province should learn from the beneficial experience of the internationalization of higher education in California and strengthen the coordination and cooperation among the government,universities and market.Thirdly,based on the above analysis and related theoretical basis,this paper proposes that Guangdong should become a world education highland driven by cooperation,sharing,openness and innovation in the context of Guangdong Hong Kong Macao Bay area.Moreover,this paper puts forward the implementation strategies from the government,universities and market.Under the guidance of the government,government should strengthen top-level design and planning.Taking universities as the main body,carry out in-depth international practice.Taking market as a supplement,boost the development of education internationalization,and jointly promote the internationalization of Guangdong Higher Education to a new level in the new era. |
