| The promotion effect produced by the benign interaction between higher education agglomeration and industry has become an important way to promote regional economic development.As one of the four Greater Bay Area cities in the world,Guangdong-Hong Kong-Macao Greater Bay Area is also the region with the strongest economic vitality and the highest degree of openness in China.While developing,it has its own characteristics,both complementary and conflicting.Because of the institutional and institutional obstacles of "one country,two systems,three customs areas and four core cities",there are many endogenous dilemmas in the cluster development of higher education.This study puts forward and answers three questions:(why)Why should higher education in Guangdong-Hong KongMacao Greater Bay Area take the road of cluster development?(what)What are the typical characteristics of higher education clusters in Guangdong-Hong Kong-Macao Greater Bay Area and the driving factors that support them?(how)How can Guangdong-Hong KongMacao Greater Bay Area’s higher education cluster strengthen the synergy of its internal and external driving factors and achieve rapid development in the future?In order to solve these problems,this study will first sort out and investigate the literature on the development status of higher education clusters in Guangdong-Hong KongMacao Greater Bay Area and its stakeholders,and from the perspective of synergetics based on self-organization theory,regard the higher education clusters in Guangdong,Hong Kong and Macao as a highly open self-organization system far from equilibrium,and analyze its self-organization characteristics.Secondly,under the theoretical nesting of Porter’s Diamond Model,the internal and external driving factors of higher education clusters in GuangdongHong Kong-Macao Greater Bay Area are classified.Thirdly,according to the divided internal and external dynamic factors combined with synergetic analysis paradigm,the paper delineates and analyzes the coordinated development level of the three subsystems of the collaborative system-government,colleges and industrial subsystems,and explores the development logic of the coordinated development of the three subsystems and the internal and external dynamic factors of the cluster in the data interpretation of the model with the coupling coordination equation model of the coordinated development of the three subsystems.Finally,based on the theoretical explanation and empirical analysis,the main conclusions are drawn and the core questions of this study are answered: First,through the cluster development of higher education,the scale,structure and layout of higher education in Guangdong-Hong Kong-Macao Greater Bay Area will be more coordinated in the future,and the characteristics of the integration of science and education and the integration of production and education will be more distinctive.At present,the mismatch between the development level of education and industry and the differences among regions urgently require us to give full play to the role of higher education clusters in Guangdong,Hong Kong and Macao to solve the endogenous dilemma of Guangdong-Hong Kong-Macao Greater Bay Area and promote the coordinated development of all subjects in the Bay Area.Second,the higher education cluster in Guangdong-Hong Kong-Macao Greater Bay Area,as a complex with various characteristic resource elements,has special key internal and external elements of the cluster.From the perspective of national competitive advantage theory,this paper analyzes the internal and external driving factors of higher education clusters in Guangdong,Hong Kong and Macao,and concludes that intellectual capital and human capital are the core factors of production,the market demand in Bay Area is the source of driving force,the benign interaction with industry is the potential advantage,the optimized strategy and organizational structure are the necessary conditions,and policies and opportunities are the important levers.Third,to lead the coordinated development of higher education clusters in Guangdong-Hong Kong-Macao Greater Bay Area,it is necessary to activate the internal sequence parameters of the government-institution-industry coupling coordination system,make up the external control parameters that promote the system evolution to reach the threshold,improve the relevant laws and regulations,activate the supervisory role of all sectors of society,and at the same time,strengthen the overall internal structure governance and top-level design of clusters,consolidate the political and Industry-University-Research ties within higher education clusters in Guangdong-Hong Kong-Macao Greater Bay Area,realize the knowledge capitalization of institutions,and make the resources of higher education fully integrated and brought into play. |
