Study On The Optimization Of The Internal Governance Structure Of Local Higher Vocational Colleges

Nowadays,China's higher vocational education is developing rapidly.As a province with a large population,with the acceleration of the popularization of higher education,the quantity and scale of higher vocational education have been greatly increased.The original management system is difficult to meet the needs of development.Therefore,the management mode of Higher Vocational Colleges is in urgent need of reform.The Third Plenary Session of the 18 th Central Committee of the CPC put forward the proposition of "focusing on the separation of management and evaluation,expanding the autonomy of running schools,improving the internal governance structure of schools" In 2015,the Ministry of Education also issued the "opinions on further promoting the separation of evaluation and management of Education and management office and promoting the transformation of government functions".clarifying the road map for action of the separation of evaluation and management office,it provides a good opportunity for the integration of internal governance structure and the reform of system and mechanism.However,due to the late start and poor foundation of China's Higher Vocational Colleges,the implementation of the reform of the internal management system started nearly ten years ago and is still in the exploratory stage,and all aspects are still immature There are some problems in its internal governance,such as the old governance mode cannot adapt to the current development of higher vocational colleges,the imperfect rules and regulations,the heavy routine affairs which restrict the ability of the Macroeconomic regulation and control,the imperfect leadership system,the imperfect combination of the teaching evaluation and the incentive and restriction mechanism inside the schools,etc..Through the methods of literature analysis,Comparative Study,logical analysis and case analysis,this paper takes the practical problems of the internal governance of local higher vocational colleges as the starting point of research and logic,and takes the YZ school in Henan Province as an example A comprehensive use of modern management,higher education management,vocational education and modern organization theory and other multi-disciplinary theory for a systematic analysis,this paper probes into the problems existing in the internal governance structure of Henan Higher Vocational Colleges,taking YZ school as an example,and the causes of the problems,as well as the related implementation strategies.By strengthening the construction of the Party organizations in YZ schools and departments,establishing a two-level operational system with clear powers and responsibilities,improving the evaluation mechanism and strengthening the leading position of academic rights,etc.To realize the scientific construction of the real internal governance structure.
