China is at a very important phase of rapid urbanization,as far as Inner Mongolia is concerned,with the new urbanization in pastoral areas proceeding at a high pace,a large number of herdsman will experience the transformation of identity,which puts the new citizens of towns and cities into a completely new living environment in this society,both mentally and physically.To make this transformation as smooth as possible for the herdsman,the biggest challenges lays in improving their employment competence,which can only be achieved by accumulation of human capital and vocational skills trainings.Through vocational skills trainings,pastoralists can acquire new skills and means of living to start new production activities in their new home.However,these trainings are facing many problems,for example,the training sessions provided by the local employment service departments cannot meet the needs of herdsman in terms of quality and efficiency,the workload for that is simply too much for the local service departments,a new working pattern is urgently needed to solve the existing problems.In this paper,a 100% stock raising town—Inner Mongolia Sunid Left Banner is taken as an example to discuss the countermeasures for improving the vocational skills trainings of transferred population in pastoral areas.Research methods includes documentation,questionnaires and interviews.Based on the theories of human capital investment,labor flow and public governance,this paper will describe the current situations regarding the vocational skills trainings,and reveal following policy-based problems including conflicting policies from different departments,disordered competition among various sectors,inadequate implementation of the employment access system,low popularity of employment subsidies and the quality of the training contents.In terms of the targeted audience of this trainings,the herdsmen are very low educated,therefore,their willingness to attend any training sessions or finding a non-pastoral profession is also pretty low.As for the entrusted training organization,problems like moral risks,loss of jobs because of artificial intelligence,few localized enterprises,companies lacking the ability to attract labors,are all working together to create this dilemma.Finally,to solve the issues listed above,this paper will propose a working mechanism,with its own regional characteristics,between the government,training institutions,and the labor forces while suggesting innovated assessment methods for related institutions,improved subsidy policies,encouragement policies for new institutions to join in,increasing the investment as countermeasures.
