The 2011 initiative is also known as the higher education innovation initiative.It is another important strategic measure reflecting the will of the state in China's higher education system after the "985" project and the "211" project.The name of the project comes from the speech delivered by President hu jintao at the centennial celebration of tsinghua university.It was jointly formulated by the ministry of education of the People's Republic of China and the ministry of finance of the People's Republic of China and officially implemented on May 7,2012.The "2011 plan" of H province is the "2011collaborative innovation center" of H province's institutions of higher learning officially approved for construction according to the "notice on the announcement of the first batch of"2011 collaborative innovation center "of H province's institutions of higher learning.It shoulders the important mission of leading and demonstrating the reform of science and technology innovation system and mechanism of colleges and universities in the province,and is the pilot zone for the development of higher education in H province,the experimental field for reform,and the laboratory for system and mechanism innovation.Public projects are investment projects led by government investment,which have important influence on improving social public interests and overall social welfare.As another public investment project reflecting the national strategic will after project 985 and project 211,"2011 plan"has undertaken corresponding public fiduciary responsibilities for both the project construction of universities and the government departments shouldering the function of resource allocation.Based on the construction of the performance evaluation framework system based on public fiduciary responsibility,this paper conducts an empirical study on the performance evaluation of 28 "2011 collaborative innovation centers" funded by the project of H province from the two aspects of goal achievement and input-output efficiency,and analyzes the main factors affecting the input-output performance with the Tobit model.In terms of input-output efficiency,it is demonstrated from three aspects: comprehensive technical efficiency,pure technical efficiency and scale efficiency.In terms of comprehensive technical efficiency,theinput-output efficiency of the collaborative innovation center in the "2011 plan" of H province is not high on the whole,and the overall technical efficiency is 0.794,which is low on the whole.Among the effective collaborative innovation centers of DEA,there are 10 collaborative innovation centers with effective technology and scale efficiency,accounting for only 40% of the 28 collaborative innovation centers.In terms of pure technical efficiency,the mean value of pure technical efficiency in H province is 0.885,and the overall mean value is higher than that of technical efficiency.In terms of scale efficiency,the overall mean of the scale efficiency of the 24 "2011 collaborative innovation centers" in H province is0.88,among which there are 10 collaborative innovation centers that can achieve scale efficiency,accounting for 40% of the total.Tobit regression model shows that in six variables into the model of "2011 project" collaborative innovation center school type,the "2011 plan" collaborative innovation center project relying on university rankings,"2011" plan project areas in colleges and universities,"2011" plan project subject type in "2011 project" collaborative innovation center input-output efficiency of present positive correlation.However,there is no significant correlation between the two variables of the number of study places and the evaluation level of target achievement of the universities supported by the "2011 plan" collaborative innovation center and the performance of the "2011 plan" collaborative innovation center.Research suggests that,first,project evaluation grade and how much the number of enrollments in colleges and universities is not a good way to improve the performance of collaborative innovation center,only pay attention to colleges and universities,cooperative units and enterprises tripartite cooperation,at the same time pay attention to the scientific research resource rational distribution between various disciplines transfer can effectively enhance the level of synergy innovation center for scientific research performance.Second,strengthen the advantage discipline construction in colleges and universities,pay attention to the division of different subject categories,to improve the internal mechanism of scientific research management system,pay attention to the scientific research resources between different categories and subject distribution,at the same time the attention for collaborative innovation center for research resources among different areas of the appropriate transfer,is to facilitate collaborative innovation center in colleges and universities scientific research and the key to performance improvement.
