2011 plan is a national project after 211 and 985,Undertake the mission to enhance the innovation capacity of higher education of China.The paper choose two 2011 collaborative innovation Centers which identified firstly:Nanjing University led "The South China sea Research collaboration innovation Center"(referred to as "The South China Sea Center")and Nanjing Tech University led"Jiangsu advanced biological and chemical manufacturing collaboration Innovation Center(referred to as "Biochemical Center")as a case study,from the perspective of knowledge production mode ? theory to analyze the problem and make relevant policy recommendations of the development of 2011 plan.Thesis data collected by literature and semi-structured interviews and other means.The author has interviewed 27 related objects,including the management,platform leader,experts and scholars in The South China Sea Center,including Vice-Chancellor of the University,professors and scholars and business executives,government officials and many more in The biological and chemical Center;Subsequently acquired more than 40 hours of interviews original recordings and transcripts of 161000 words of text data,Then this data are classified to five dimensions according to the theoretical framework of knowledge production mode ?,that is "application context","interdisciplinary research","heterogeneity collaboration","quality control","Social accountability and reflection" etc.This study found:1.The new model of knowledge production are shaping.In The South China Sea Center,new knowledge production mode are combined by basic research,applied research and strategic decisions.In the Biochemical Center,It has established knowledge production new mode which is "local government guide,operating universities,enterprises to participate".2.A successful heterogeneity collaboration must have three elements:trust,mutual benefit and needs traction.Which is the basis of trust,mutual benefit is the key,demand is the driving force.3.Academic development and academic interests are the main impacting factors of interdisciplinary research.academic transformation costs and benefits,academic status changes affect the behavior and choice of researchers.4.Vision and served as a president of university are the key to quality control in 2011 collaborative innovation Center.The president of University is the middle of the national higher education system,only the "middle undertaking" could enrich and implement the"top-level design" of 2011 plan,could finding and gathering "grass-roots innovation" in the 2011 collaboration innovation center,could complete the historical mission that reform and development of higher education quality in China.5.In the context of application-oriented knowledge production activities,the three maj or functions of the U niversity are changing.On the teaching function,The training mode,the content and evaluation criteria are changing,on the research function,the direction of scientific research,organizations,places,teams,and evaluation are all reforming.On the social service function,the importance of the economic is rising.Countermeasures and Suggestions are mainly:1.Application-oriented knowledge production needs centers,universities and social institutions triple collaborative innovation.On the one hand,This collaborative innovation Centers need to acquired more voice and autonomy,to promote the real operation centers;on the other hand,they need for more reform and support at the national level.2.By "up and down coordinated and comprehensive progress" path to enhance the heterogeneity of collaboration.With particular emphasis on the Department of Education,Ministry of Education is not only the leader of the 2011 plan,promoters,managers,but also be coordinator and innovator.3.Establishing academic partnership program,clearing cross-disciplinary research interests of academic research staff,mobilizing the enthusiasm of interdisciplinary research.4.Compatible incentive system and transformational leadership are indispensable.On the one hand,We should change the problem which existing system incompatibility to the academic community through institutional innovations;on the other hand,through the improvement of the center of the social reputation incentive system to form a complete system of incentives,while the selection of the construction of transformational leadership to augment the ability of collaborative innovation center.5.Cooperation contract to build a new relationship between government and universities.On the one hand,through the cooperation contract,the parties expressly interests and needs refinement and implementation;on the other hand,the need to strengthen cooperation in building organizations;thirdly,the role of government should change from the leader to partners.6.The expansion of social service functions of the University,promote the University to a truly social axis mechanism.With particular attention the economic function in social services of the University.
