The Current American Teacher Education Professional Certification Standards And Its Implementation Effect

In order to improve the quality of normal university students and promote the development of the normal major,China officially launched the certification of the normal major in2017.After half a century of development,the certification of normal education in the United States has embarked on a promising road,which has a reference value for China.Based on the CAEP 2013(the national teacher training certification committee),this paper mainly studies the current American normal professional certification standards formulated by CAEP from the aspects of the process of changes,specific contents,characteristics and implementation effects,so as to make an in-depth analysis of the problems and solutions in the change process of the current normal professional certification standard,as well as its implementation effect evaluation from all walks of life.This paper first uses the historical research method to sort out the content changes of the current normal professional certification standards in the United States,and finds that the coverage of the standards has become wider and wider from the certification of institutions to the combination of institutions and projects,and gives institutions moreautonomy.Secondly,through the policy analysis method,we can understand the specific contents of the current certification standards for teachers in the United States.The certification standards for primary and advanced programs cover five aspects:teaching ability,practice content,teacher quality,project influence and quality assurance,which are characterized by continuity,openness and systematization.Then,through the literature research,this paper collects a large number of documents and reports to understand the implementation effect of the current American normal professional certification standards and the attitudes and reactions of people from all walks of life,thereby learned that the current American normal professional certification standard has been affirmed in the aspects of maintaining the interests of stakeholders,improving the competitiveness of institutions and ensuring the quality of teachers,but also it is still remain controversial due to the high standard requirement,the weakening of the authority of teachers and the high cost of certification;Finally,by sorting out the problems in the process of the change of the current American normal professional certification standards,and combining with the interview data of teachers and managers who are preparing for thecertification work in China,this paper summarizes the significance of the current American normal professional certification standards for China.The American normal professional certification standards are constantly improving,while the Chinese normal professional certification has just begun,so we should use dialectical thinking to learn from the current American normal professional certification standards.Based on the national conditions of our country,this paper focuses on the de-administration of professional certification institutions,attach importance to the attitude of teachers involved in certification,the integration of single certification standards,the simplification of complex certification procedures and the expansion of the scope of certification,so as to promote the development of Chinese normal professional certification.
