In order to fully respond to the call for reducing the burden,most primary schools implement "three thirty school".However,the advance of students' school hours is a mixture of worries and joys.The "blank period" of parents' coming off work has left their children unattended,which has led to the emergence of markets in various training institutions,and helped the poor operation of a number of out of school counseling institutions.The hardware of teachers is not qualified,the fees are unreasonable,and there are no certificates,which deceived many parents and students."Reducing the load inside the school and increasing the load outside the school" makes the students complain incessantly,which is against the original intention of reducing the load.How to make primary school students have a healthy and happy after-school time has become a hot topic and widely concerned by all walks of life.Later,the "3:30" question was answered by the Ministry of education.On March 2,2017,the guiding opinions on the after-school service for primary and secondary school students was issued,advocating that all primary and secondary schools take the initiative to assume the responsibility of after-school education and carry out after-school service according to local conditions.According to the guidance,many provinces and cities have taken active actions to carry out after-school services and achieved initial results,but many areas are still in the exploration stage,and many problems appear in the implementation of after-school services.As a livelihood project to let people have more sense of access and happiness,problems can be found in time,and the right medicine can better promote the development of after-school services from benign to high-quality Development.Therefore,this study constructs an index system which can evaluate the after-school service quality and diagnose the problems in the service,in order to provide reference for the school to improve the after-school service quality.This study takes the after-school service of primary school as an example,adoptsthe method of combination of qualitative and quantitative,comprehensively uses the methods of literature analysis,questionnaire survey,Delphi method,expert ranking method,descriptive statistical analysis,difference analysis,correlation analysis,etc.,and draws on the basic ideas of the existing evaluation index system of basic education and service quality,such as mathematics learning interest evaluation index Based on the operational definition of after-school service quality evaluation of primary school,this paper analyzes the evaluation index system of after-school service quality of primary school,and verifies the evaluation index system of after-school service quality of primary school The operability and effectiveness of the index system.The research process and conclusions are as follows:(1)To explore the connotation and operational definition of after-school service quality evaluation in primary schools.Through literature research,the connotation of after-school service quality evaluation in primary school is clarified,that is,the school mainly carries out after-school service activities,and evaluates the overall level of after-school service through parents and students.The goal is to meet the needs of students and parents,effectively solve the problem of parents' difficulty in receiving children,and further promote the development of students through the service.Based on the basic ideas of the evaluation index system of basic education and service quality in China,this paper attempts to explore the operational definition of the evaluation of after-school service quality in primary schools: parents and students evaluate the after-school service quality of schools through the comprehensive performance of service input,service process and service effect.(2)To explore the evaluation index system of after-school service quality in primary schools.According to the operational definition,on the basis of literature study and research,three first-class indicators and 12 second-class indicators are preliminarily worked out;then,through the analysis of primary school front-line teachers,A total of25 primary school administrators and University experts engaged in basic education and other research conducted an exclusive interview survey to revise the first and second level indicators.The first level indicators remained unchanged,including service input(ygu1),service process(ygu2)and service effect(ygu3);the second level indicators modified the names of individual indicators;then 20 experts conducted an identification survey and conducted an identification survey On the one hand,to verify the rationality of the revised indicators,the first level indicators and the second level indicators are more than 4.On the other hand,according to the ranking,the expert ranking method isused to calculate the index weight,and the specific weight of the first and second level indexes is obtained.The first level index weight is service input(0.24),service process(0.34),and service effect(0.42).The table of the evaluation index system of after-school service quality in primary school is obtained,which is y = 0.24 + 0.34 + 0.42.(3)A small test was carried out to verify the operability and effectiveness of the indicators.The sample selected in this survey is a primary school in C.The coefficient of clonbach ? of the three scales of middle school students,parents and teachers is 0.840,0.840 and 0.883,which has high reliability and good structural validity.Using Likert five level scale to verify,the evaluation shows that the three first level indicators and evaluation performance of a primary school in C are higher than 4 points,which shows that the index system can effectively diagnose the quality level of after-school service in primary school.This study focuses on the construction and verification of the after-school service quality evaluation index system.The difficulty lies in the determination of index and index weight and the development of after-school service quality evaluation questionnaire.Xinyi is the first time to build an evaluation index system of after-school service quality in primary schools and develop an evaluation scale.However,due to the limited personal level,the limited sample selection and recovery,more accurate,more reasonable and more scientific indicators need to be improved and improved.
