A Practical Research On Community Environmental Governance From The Perspective Of Social Planning Model

Since the 18 th national congress of the communist party of China,the higher requirements have been put forward for community environmental governance.As an important force of community governance,social work plays an incomparable role in community environmental governance.In view of the current Chinese community environmental governance is in the special period of the coexistence of administration-led and multi-subject participation of residents,it is a great significance for the exploration of community environmental governance to give full play to the administrative power,local organization power and professional power of social work in practice.The W community is faced with a serious problem of garbage accumulation.Bas ed on the theory of social planning model,the article uses qualitative research method to analyze the formation of community environment issues,governance process,skill s and service effectiveness.Trying to summarize the practical process and methods of community environmental governance to promote the development of local social work.First of all,guiding by the social planning model and taking the environmental governance of W community as the main line,we take a in-depth research and find that the key factors for the formation of environmental problems in W community is the imbalance between rationality and irrationality 、 the lack of top-down service design、 the lack of consensus among community decision makers and the lack of attention to the realization of tasks and objectives.At the second point,we explore the top-down environmental governance process of W community.Firstly,the stage of the community survey:social workers comb the needs and promote consensus goals among community managers.Secondly,the stage of service planning:social workers use rational techniques for the optimal scheme;Thirdly,the stage of service implementation: social workers monitor the implementation of tasks and objectives to improve the community environments;Fourthly,the stage of service summary: socialworkers sum up the service performance and revenue.In combination with the characteristics of social planning model,such as the rational principles、the top-down working mode and the achievement of mission objectives.In the meantime,four specific and operable practical skills are condensed on the basis of summarizing the relevant service process.Achieving accurate governance with rational basis traction,the details are as follows:the rational of technology traction to achieve accurate governance;the top-down direction of community change for the future;the development of consensual community actions and dynamic monitoring mechanisms in the community.At the last point,this paper mainly takes the process and methods of Environmental Governance in W Community as a foothold to inspire social work organizations and social workers,and combines the common problems in community environmental governance to summarize five points.firstly,enhancing the competitiveness of social work service institutions by grasping the needs of the community accurately;secondly,focusing on the positioning of the role about the social workers;thirdly,the application of consensus policy and technical policy in service process;fourthly,the excavation and optimization of community resources;fifthly,the supervision mechanism should be implemented to promote the realization of tasks and objectives.Through the above discussion and summary,the author hopes that social work organizations and social workers get involved in community environmental governance more efficiently and with better quality.
