The balance and equity of education are the main melody of the reform and development of compulsory education at present.However,in the aspect of promoting educational equity and ensuring the balanced development of education,it has gradually formed a consensus to adopt the important measure of teacher mobility policy in the field of education.Through the analysis of the relevant policies of the Decision of the CPC Central Committee on Several Important Issues in Deepening Reform in an All-round Way and Outline of the National Medium-and Long-Term Education Reform and Development Plan(2010-2020),it can be seen that the Ministry of Education has put forward a clear mobility policy of teacher to promote the balanced allocation of compulsory education resources.The balanced development of teacher resources determines the balanced development of education.Therefore,it is an important measure to solve the unbalanced development of basic education to optimize the allocation of teachers' resources and promote the reasonable flow of teachers in line with the level of educational development.In 2014,the Ministry of Education,together with the Ministry of Finance and the Ministry of Human Resources and Social Security issued the Opinions on Promoting the Exchange of Posts between Principals and Teachers of Compulsory Education Schools in Counties(districts)and regions,proposing to "promote the management reform of 'County Management and School Recruitment' of compulsory education teachers".Reform was carried out in accordance with the idea of "pilot first,demonstration leading,point and area,and steady progress",and pilot work was carried out in some counties and cities in China from 2015 to 2017.In January 2018,the CPC Central Committee and the State Council issued the Opinions on Comprehensively Deepening the Construction and Reform of the Teaching Staff in the New Era,which clearly proposed that teachers in compulsory education should be "county-supervised and hired".So far,China has completed the construction of the basic system of teacher mobility,and carried out practice and exploration in many areas at the same time,and achieved preliminary results.This paper takes some primary and secondary school teachers in Zhaoqing city,Guangdong Province as the object of study.On the basis of in-depth investigation,combined with the problems encountered in the specific practice,this paper analyzes the influence of the current reform status among different types,levels and levels of schools on the teacher turnover in the implementation process of "county management school recruitment" inZhaoqing City,Guangdong Province.The study found that under the background of the current policy of "county management and school recruitment",zhaoqing teachers' overall mobility intention is not high,and rigid mobility is the main mode of teacher exchange and rotation,while the general willingness of interviewed teachers to exchange and rotation in weak schools is low.Most of the teachers hope that the exchange rotation is based on teachers' willingness,but the worries in life affect the teachers' participation in the exchange rotation.In addition,due to the lack of clear policy guidance and the lack of incentive measures in the implementation process of the policy,more than half of the teachers have a vague understanding of the policy.Through the policy reform of "county administration and school recruitment",the use efficiency of teacher staffing can be improved,the dilemma of not having enough teachers in vacant schools can be solved,the enthusiasm of teachers can be effectively stimulated,the management structure of school can be invigorated,and the balanced development of local compulsory education can be promoted.At the same time,the study also found that due to the flaws in the top-level design of the "county management and school employment" policy,the supporting policies are not perfect,and the standards are not uniform during the implementation of the policy.Some problems have occurred during the implementation of the policy,such as the difficulty of administrative coordination The larger,the school management has concerns,the mobile teachers do not have a good understanding of the policy.In view of the shortcomings of the policy of "county management school recruitment" in the specific implementation process,this study puts forward the following three improvement Suggestions: first,accelerate the construction of top-level design and improve the matching of policies;Second,improve the policy implementation process,enhance the rationality of the policy;Third,we will improve the environment for policy implementation and enhance policy satisfaction.
