The main theme of the current development and reform of primary and secondary education is to promote the balance of educational resources to maintain the equity of education.In ensuring the balanced allocation of educational resources and promoting educational equity,the formation of a certain degree of teacher resource flow is a consensus that has gradually formed in the field of education.At present,Z County has problems in promoting the flow of teachers in primary and middle schools,such as incomplete systems and incomplete related supporting systems.Therefore,under this background,this article has taken the teachers of the county county government as the research object since the ‘county management school employment' policy implemented by the Z county government,and under this system.The first part introduces the background and significance of the ‘county management school employment' policy,and explains the current status of China's research on the ‘county management school employment' policy and the current international status of teacher mobility.The second part analyzes the relationship and impact of the ‘county management school employment' policy and the flow of primary and secondary school teachers,and concludes that ‘county management school employment' can promote the flow of primary and secondary school teachers to a certain extent.The third part uses statistical methods such as questionnaire surveys and data analysis to analyze the basic situation of the age,gender,educational background,professional title,flow direction,etc.of the mobile teachers in Z County under the ‘county management school employment' policy.The specific development of the personal development,satisfaction after the flow and the various conditions and environment of the school after the flow.The fourth part is based on the results of the above survey and the conclusion after analysis to further analyze the ‘county management school employment' policy in Z County,explore and analyze the advantages and problems of the ‘county management school employment' policy in Z County.The fifth part combines the problems existing in the current ‘county management school employment' policy of Z county,puts forward his own opinions and views and proposes four aspects of countermeasures.Under the background of promoting the balanced development of education,it can provide new ideas and paths for the practice of ‘county management school employment' policy to promote the flow of teachers.
