With the development of economy and social progress,China's basic education has made remarkable achievements,the universal implementation of compulsory education enables primary and secondary school students to enjoy fair learning opportunities,the quality of teachers has also been significantly improved.However,due to the politics,economy,population,geography,history and culture,the influence of such factors as the uneven level of regional education development in our country,on the east coast and Midwest regions,between urban and rural education development speed,scale,level difference is bigger,education unfair has become a bottleneck restricting the development of basic education in China.As the leading factor in educational activities,the balance of teacher allocation is the key to the balanced development of education and the equity of education.Under the traditional teacher management system,teachers belong to the same school and cannot flow at will,which is not conducive to the rational allocation of teacher resources,hinders the development of education integration,and is not conducive to the development of high-quality education,leading to the increasingly serious problem of education imbalance."County tube school employment" system to develop and promote the balanced development of the education of our country has important practical significance,has become the main trend of teachers' flow,in this mode the teacher flow from one school to another school,from the original "school" to "system",the teacher is no longer belongs to the private product of schools,from the county level according to the needs of different areas,school the teacher resources reasonable allocation and management,to a great extent,promote the education fair,realize the integration of education development.Teacher after flow,however,from the original school environment,due to the education management mechanism is not perfect,the differences between the school environment,teachers' own reasons,such as impact inevitably brings to the current teachers' sense of belonging,the flow of teachers it is difficult to quickly and efficiently in a short period of time set up a new sense of belonging and brings adverseeffect.On the basis of consulting relevant literature,this paper discusses the actuality and inevitability of the policy of "county management and school employment",the reform ideas and measures of the policy and the practical results achieved in reality.Taking the county city where the author works as an example by means of questionnaire,the author investigates and analyzes the general status of mobile teachers' sense of belonging and the situation of teachers' sense of belonging under different factors.With the research method of interview,different interviewees were selected reasonably to analyze the performance of the lack of sense of belonging of teachers,and the causes of the lack of sense of belonging of teachers were analyzed from three aspects: education management department,school and teachers themselves.In view of the reasons for the lack of teachers' sense of belonging,with the support of relevant theories,this paper proposes strategies to improve teachers' sense of belonging.Second,strengthen the flexible management of teachers,enhance the school's identity,and help floating teachers to integrate into the school life as soon as possible;The third is to strengthen teachers' professional identity,establish correct values,strengthen the noble pursuit of teachers' "career",and help teachers establish a sense of belonging from the heart.
