After the popularization of the compulsory education,the nation advocated the balanced development of education.As a result,various policies have been issued to optimize the allocation of educational resources.As one of the most important items in the allocation of educational resources,teacher mobility has become the focus of the education system and the society.As a policy to allocate teachers' resources,"county management school employment" has been favored by education departments around the country.Z District of Zhangjiakou City in Hebei Province also actively learns from the experience of other districts in the implementation of county management of school recruitment,trying to achieve a balanced allocation of teacher resources in each school in the district.Therefore,from March 2020,all schools in the compulsory education stage in the district will fully implement county management and school employment,and primary school A is one of many ordinary primary schools in Z district.To understand the effect of county management school employment in Z district and the current situation of primary school teacher mobility under the policy.The author selects primary school A as the object of the study on the county management school employment,and obtains the attitudes of all parties involved in the policy as well as the evaluation of the policy through questionnaire survey and in-depth interview.Under the guidance of Smith's Policy Implementation Process Model,Cook Curve and Hierarchy of Needs Theory,the author analyzed the data and information obtained in the survey by means of literature method.Summing up the Z district and county administrative departments exist policy propaganda is not comprehensive,not in place;Lack of supervision and assessment during implementation;The problem that the policy supporting mechanism is not perfect.In the implementation of the policy,the interpretation of the policy is not in place,and the standard ideology is widespread.Schools lack the autonomy to choose teachers;The problem of increased pressure on school management.Teachers have a low degree of recognition of the policy;Policies reduce teachers'sense of belonging stability;There is an impact on the vested interests of teachers.In terms of school environment,there are differences in humanistic environment.Limited development space;Lack of adequate policy and material support for teachers in remote areas.In view of the existing problems,the author further analyzes the reasons for the problems from the district and county educational body departments to compile the policy content is not clear;Lack of advice on handling special cases;The division of power and responsibility between school and district and county educational body departments is vague,and the examination and supervision are mere formality.Incentives are not in place and policy guarantees are poor.The reasons from the school itself include:a strong standard thought;Poor coordination up and down;The school level is not uniform,lack of advantages in exchange competition;Lack of clear alignment policies;Regular flow hinders the long-term training plan of teachers.The reasons for the teachers themselves are as follows:the study policy is not deep;Rejection to policies;Teachers themselves lack the right to speak on the policy;Lack of protection of teachers' rights and interests.School environment exists the existing education ecology is destroyed;Lack of financial funds;Supporting policies are not perfect and other reasons.To this end,the author combined with the case and experience of the implementation of county management school employment,to seek specific countermeasures to solve the policy implementation problems in Z district:county management departments should strengthen publicity efforts to obtain more support from all walks of life;Perfect supporting policies,strengthen supervision and verification;Implement the cooperative management mode to ensure the implementation of policies.Then enhance the county management functions.In strengthening the right of school employment,we should improve the school's recognition of the policy;Break their own standard thought,face up to the gap between schools;Enrich the right of "school recruitment" and give schools more autonomy;Improve the process of connecting floating teachers and reduce the pressure of school management.In the protection of teachers' rights and interests,teachers' will should be respected and their recognition of the policy should be enhanced.Establish the system of teachers' participation in decision-making and increase teachers' right to speak on policy;Follow up the current situation of floating 'teachers to meet the safety needs of attribution;We will strengthen education to cultivate excellence and meet the development needs of teachers.In improving the school environment,we should pay attention to the difference of humanistic environment.Breaking regional environmental restrictions;Improve the rural security measures,and then improve the school environment.The implementation and conclusion of this study hope to provide a modest force for the deepening of county management school recruitment in Z District,and strengthen the policy objectives of the reform of county management school recruitment in Z District of Zhangjiakou City.
