The "double-first class" construction is the strategic decision for higher education made by our country in the new era,and the first-class undergraduate talent training is the "logical starting point" of the "double-first class" construction,which is the starting point to return to the university standard and promote the sustainable development of colleges and universities.The local government has formulated the local "double-first class" construction plan,which aims at implementing the national policy and guiding the development of economy and universities in the region.The strategic layout of undergraduate talent training in the policy of "double-first class" in the province reflects the concrete plan of the local government for undergraduate talent training,and points out the way forward for the current and future period of undergraduate talent training,which has certain theoretical significance and practical value.Therefore,based on the perspective of policy text analysis,this paper systematically analyzes the "double-first class" construction plan of 31 provinces(cities)around the center of "undergraduate talent training ",and tries to explore what kind of policy tools are used in the construction of " double-first class " in the province to promote the undergraduate talent training and how to design the undergraduate talent training path in the provincial " double-first class " construction policy.This article mainly adopts the literature research method,the content analysis method and the grounded theory research method and so on research method,has carried on the systematic analysis to the 31 provinces(cities)" double-first class " construction plan.First of all,according to the research needs,define the relevant concepts,and select the theory of policy tools theory,subject knowledge production theory as the theoretical basis;secondly,explore the provincial "double-first class" construction of what kind of policy tools to promote undergraduate talent training.Based on the theory of policy tools,we construct the two-dimensional analysis framework of undergraduate talent training,set up analysis units and categories,and carry out text content coding,reliability and validity test and quantitative analysis.Through the three-level coding and theoretical saturation verification of the policy text,the theoretical model of undergraduate talent training path is constructed and explained from two aspects of content construction and policy orientation.Finally,according to the results of the above policy text analysis and the actual situation of undergraduate talent training in the construction of "double-first class" in China's province,the paper puts forward some policy suggestions to promote the training of undergraduate talents in the construction of "double-first class" in China,such as optimizing the structure of policy tools,strengthening the coordination of policy tools for undergraduate talent training,constructing policy guidance for the integration of disciplines and specialties,and strengthening the appropriateness of applying policy tools to the elements of undergraduate talent training construction.Strive to improve the provincial "double-first class" policy,in order to better promote the provincial "double-first class" construction,improve the quality of undergraduate talent training.
