The Quality Of Provincial Higher Education Under The Background Of "Double First-class" Research On The Strategy Of Differentiation Promotion

Improving quality is the core task of higher education development and the basic requirement of building a powerful country in higher education.Today,China's economy has shifted from high speed growth to the stage of high quality development.Higher education has shifted from epitaxy to connotation development and more emphasis on quality improvement.The State Council issued the overall plan for the overall promotion of the world's first-class universities and first-class disciplines("Double First-Class" construction)clearly put forward the quality standards and requirements of "world class",and focus on creating first-class disciplines,training first-class talents and producing first-class results.And the overall improvement of the quality of the national higher education can not be separated from the promotion of the quality of higher education in the region,especially in the province.There is no first-class provincial higher education,and there is no first-class national higher education.Under the background of "Double First-Class" construction,the provincial higher education is facing the pressure and power to gather the high quality resources,optimize the allocation of resources,and focus on the breakthrough of the dominant forces,and the ecological system of regional higher education will be restructured.At the beginning of 2017,Chongqing issued the implementation opinions on speeding up the development of university characteristics and promoting the construction of first-class universities and first-class disciplines.The development of higher education in the four major parts of the main urban areas,the Western Chongqing section,the Northeast Chongqing region and the Southeast Chongqing region presented a new trend,and the quality promotion is facing new opportunities and challenges.Based on the above background,the paper comprehensively adopts the methods of literature research,case study and comparative study to discuss the improvement of the quality of higher education in the four major sections of Chongqing,thus achieving the goal of promoting the overall development of the quality of higher education in Chongqing.On the basis of grasping the new requirements for the high quality development of Provincial Higher Education under the background of "Double First-Class",this paper,guided by the theory of quality management,the theory of differentiation strategy and the theory of main function area,analyzes the overall quality of higher education in Chongqing and the present situation of the development of higher education in the four major sections,and uses the system of quality management theory.Three dimensions,sociality,systematicness and economy,combined with the comprehensive economic and social development level of each district,analyzed the differences in the higher education quality in the four major sections of Chongqing.Based on the inconsistency of the comprehensive development level of the four large areas,in order to realize the higher education of the large areas with more characteristic,targeted and effective development,the objective of improving the quality of higher education in various areas is put forward.Chongqing has been under the jurisdiction of chongqing directly for 20 years and witnessed the rapid development of China's higher education.This study based on the chongqing crown since the development of higher education research,the existing chongqing higher education quality in the existing problems in development and construction of "double top" puts forward new requirements for the development of higher education quality,the combination of in order to better promote chongqing higher education quality put forward the differentiation of the ascent of the whole ascension path: tight grasp the developing trend of its own development needs;To realize resource pooling and deepen the comprehensive reform of colleges and universities;Relying on local advantages,we will improve the training system.Countermeasures and Suggestions for improving the quality of chongqing higher education were put forward.We will highlight the characteristics of running schools and expand our talent pool.We will vigorously develop professional education and cultivate application-oriented technical personnel.
