State-owned private schools were born in the 1990 s.At that time,the state's education funding was limited,but the people's demand for quality education continued to increase.In order to break the government's control of schools and deepen the reform of the education system,state-owned private schools were born.State-owned private schools have opened up a new way to realize the diversification of running schools and effectively improve the quality and efficiency of running schools.However,problems such as indiscriminate fees,illegal enrollment,loss of state-owned assets,and destruction of the educational ecology that have arisen during the course of running schools have become increasingly prominent.It is necessary to manage the chaos in state-owned private schools.Through a review of the concept and connotation of the state-owned private schools,the background and types of formation,contributions and disputes,and the direction of governance,the research foundation is laid.Sort out the policy texts with state-owned private schools as the main body,clarify the four stages of its creation,development,transformation and alienation;conduct a questionnaire survey on the parents of Province X,including the satisfaction of various schools and the choice of families Willingness,cost of school selection,awareness of state-owned private schools and their future development direction;for the management of state-owned private schools in China Education News Network,China Youth Online and People 's Education Channel For media reports of school chaos,establish an analysis framework based on media type,reporting time,rhetoric trends,sources of information,reporting,and discussion methods,and encode,statistically measure and analyze them;in postings to forums(BBS)in province X,The discussion and controversy of state-owned private schools in Province X users are analyzed from three parts: personal stand,attitude,attributes and influence of state-owned private schools;the history,mode of running schools,and disputes of 12 school administrators and education administrators in Province X Conduct semi-structured interviews with the four dimensions of contribution and future development.At present,Province X has achieved preliminary results in the introduction of regulations and policies to promote the development of private education,standardize the enrollment of state-owned private schools,and strengthen the management of the teaching staff.Based on this,the in-depth governance path of state-owned private schools in Province X is proposed:(1)Formulate a governance plan for state-owned private schools.Should take into account the school 's land and school property issues,the school 's personnel issues,and the school 's brand asset assessment issues,improve the supporting policies for the reform of state-owned private schools;Management system,asset evaluation system and supervision and management organization system;(3)Build a civil governance and trust system,and cultivate non-governmental intermediary organizations.
