The major characteristic of China's current economic development is shifting from high-speed growth to high-quality development.High-skilled talents,as an important foundation to support China's manufacturing and China's creation,play an important role in promoting the economic development with high-quality.Currently,the shortage for high-skilled talents has shown up and is becoming increasingly serious especially in recent years,due to the insufficient total amount,unbalanced distribution and irrational structure.The growing gap between supply and demand for high-skilled talents has seriously affected the healthy and sustainable development of the economy.As a representative state-owned manufacturing enterprise,HJB company is shifting its production mode from "Made in China" to "Intelligent Manufacturing in China" and "Created in China".Being one of the first batch of intelligent manufacturing demonstration workshops in Hunan province,HJB can effectively promote its development and play a leading role in the whole province,with the achievement of matching high-skilled talents with the development of intelligent manufacturing.By analyzing the current situation of HJB's highly skilled talents and applying Delphi method after carrying out two rounds of predictive surveys,deep analysis was made of the prospective of highly skilled talents in 2020-2025 in different categories,including number of the demand and supply,skill levels,production workshops,professions,intelligent manufacturing projects and types of workers.The results showed that there is a big shortage in the number of high-skilled talents and some irrational structure issue.Questionnaire survey was conducted for analysis of the reasons for the shortage,which include the insufficient number of imported skilled talents,the weak construction of skilled talents,and the unfavorable external environment for the supply of high-skilled talents.Then,the decision-making model of investment return and the decision-making model of individual flow of high skilled talents were employed to analyze the internal mechanism of the shortage of high-skilled talents in HJB company.It is suggested that HJB company take following measures: First,improve the recruitment system to expand the number of introduced high-skilled talents.Second,improve the training system to strengthen the internal supply of high-skilled talents.Third,improve the career development system toreduce the loss rate of high-skilled talents.Fourth,enhance the competitiveness of the salary market.Fifth,create a corporate culture that values high-skilled talents.Sixth,create a good external environment.Based on the analysis of the current situation and causes of the shortage of high skilled talents in HJB company,this paper proposes some innovative solutions to solve the shortage of high skilled talents in HJB company,among which solutions such as setting up master craftsman studios,carrying out team leader training camps,"golden and blue collar" training,multi-skilled workers training and orientation class cooperated with certain universities have certain universal applicability and reference value for other state-owned manufacturing enterprises.
