As an important cornerstone of scientific and technological innovation,colleges and universities undertake the important role of fostering scientific research talents,developing scientific knowledge,promoting social development,and expanding scientific boundaries.Under the trend that technology will eventually replace cheap labor,the national conditions for gaining competitive advantage in various industries through demographic dividends are quietly changing.The only way to get out of the predicament is to vigorously develop science and technology and pay attention to technological innovation.Under this circumstance,university scientific and technological innovation has become increasingly important.Under this circumstance,as China's education and population province-Hunan,it is reasonable to objectively measure the efficiency of university scientific and technological innovation to guide the development of scientific and technological innovation and the reasonableness of various resources.The configuration is of great significance.This article means investigating the efficiency of science and technology innovation in colleges and universities in Hunan Province,using the basic DEA method and the Malmquist DEA method to evaluate static science and technology innovation efficiency and dynamic science and technology innovation efficiency in Hunan undergraduate colleges and universities,and put forward suggestions for improvement accordingly.The research of this article is mainly divided into six parts.The first chapter introduces the actual environment and significance of this study in combination with domestic and foreign literature.The second chapter elaborates the theoretical basis,defines related concepts,and introduces related methods of efficiency evaluation.Chapter 3 analyzes the situation of scientific and technological innovation in colleges and universities in Hunan Province(2007-2017).Chapter 4 evaluates the efficiency of static scientific and technological innovation in colleges and universities in Hunan Province based on the basic DEA method.Conduct empirical analysis on research universities and teaching universities,and compare with the national level.The fifth chapter is based on the Malmquist DEA method to evaluate the efficiency of dynamic science and technology innovation of undergraduate colleges and universities in Hunan Province,and conducts an empirical analysis of research universities and teaching universities.Chapter 6 is the research conclusion and policy recommendations.The following conclusions can be drawn from the analysis: from 2007 to 2017 in Hunan research universities,the overall efficiency of scientific and technological innovation showed a downward trend and was lower than the national level;the overall efficiency of teaching universities in Hunan showed a general downward trend,and the scale efficiency was generally high Yu pure technical efficiency.From 2007 to2017,the total factor productivity change index of Hunan undergraduate colleges and universities showed a characteristic of decline.Finally,based on the conclusions of the study and the actual situation of Hunan Province,this paper puts forward countermeasures and suggestions for improving the efficiency of science and technology innovation in Hunan undergraduate colleges from the aspects of science and technology innovation input,technology innovation output and technology innovation environment.
