An Analysis Of The Effect Of The Introduction Of Innovative And Entrepreneurial Talents In Fujian Province And Its Influencing Factors

With the continuous development of economy,technology and market,the importance of talents becomes more and more important.As the main body of innovation and entrepreneurship,talents,especially innovation and entrepreneurship talents,have become the most valuable and scarce resources beyond the material capital,and become the core production factors contested by all parties.They are the key to enhance the regional and even national core competitiveness and the key resources to gain advantages in international competition.This paper first establishes the evaluation index system of Fujian Province's scientific and technological innovation ability,scientific and technological entrepreneurship ability and economic development,evaluates Fujian Province's innovation and entrepreneurship ability and economic development,and analyzes the coordination of Fujian Province's innovation and entrepreneurship ability and economic development in 2010-2017 by using the evaluation model of coordinated development degree.Secondly,using Eviews10 software,using the theoretical analysis method and Grainger causality test,this paper analyzes the innovation and entrepreneurship effect of Fujian province from three aspects: economic growth,industrial upgrading and employment promotion.Then,using the method of literature analysis,this paper summarizes the factors of globalization,marketization,informatization and government in the introduction of innovation and entrepreneurship talents in Fujian Province,and uses the method of grey correlation analysis to analyze the key factors that influence the economic development of Fujian Province.Finally,based on the analysis results,the paper puts forward the policy suggestions on the introduction of innovation and entrepreneurship talents and the promotion of innovation and entrepreneurship ability in Fujian Province,which mainly includes the following conclusions:(1)From 2010 to 2017,the innovation and entrepreneurship capacity and economic development of Fujian Province are increasing.The coordination between innovation ability and economic development in Fujian Province is getting better and better,from near coordination in 2010 to good coordination in 2017.The coordination between entrepreneurship and economic development in Fujian Province is getting better and better,from mild imbalance in 2010 to good coordination in 2017.(2)The introduction effect of innovation and entrepreneurship talents mainly includes economic growth,industrial upgrading and employment promotion.Granger causality test results show that innovation and entrepreneurship ability is the Granger causality of economic growth,industrial upgrading and employment growth,but economic growth,industrial upgrading and employment growth have no feedback effect on innovation and entrepreneurship ability of Fujian Province,that is,the improvement of innovation and entrepreneurship ability of Fujian Province has many effects,such as promoting economic growth,promoting industrial upgrading and stimulating employment.(3)The main influencing factors of the introduction of innovation and entrepreneurship talents in Fujian Province include globalization,marketization,informatization,government and so on.R &D investment intensity,internal R &D expenditure,number of Industrial Enterprises above Designated Size and other indicators are the key factors to improve innovation and entrepreneurship ability.(4)It is suggested that the government should strengthen the protection of intellectual property rights and so on.Some suggestions are put forward to improve the innovation and entrepreneurship ability of Fujian Province,such as increasing capital investment and building a good platform.
