Analysis Of Practical Effect And Influencing Factors Of Employment Poverty Alleviation In The City Of Gongzhuling

In recent years,the city of Gongzhuling has experienced rapid economic and social development,developed two or three industries and convenient transportation,so it has a unique advantage in local employment and employment outside the city.With the change of the poverty alleviation situation in China in recent years,the implementation of precise poverty alleviation strategies,and the deepening of the attention paid by the Poverty Alleviation Office of Gongzhuling and the Municipal Government of Gongzhuling to the employment situation of the city's poor,the participation of the poor in employment has become a new trend.By the beginning of 2019,Gongzhuling,through the help of employment poverty alleviation policies,the cumulative number of poor people achieving employment reached 712.This can not only solve to a certain extent the problem of employment of poor rural labour and raise the income of poor groups,but also alleviate the problem of low quality of poor labour,promote the development of local industries in rural areas,and promote the integrated development of urban and rural Gongzhuling.Through the study on the practical effects of employment and poverty alleviation in Gongzhuling,the government of Gongzhuling will pay more attention to this issue,formulate and introduce more targeted and beneficial policies,create a better employment and entrepreneurial atmosphere for the poor groups,and lay a solid foundation for winning the battle for poverty alleviation.This study firstly elaborates on the current situation and characteristics of employment poverty alleviation in Gongzhuling through literature reading.Based on the concept of welfare development and human capital investment theory,using a combination of field research,questionnaire survey and empirical analysis,after visiting the Poverty Alleviation Office of Gongzhuling,in order to obtain the required research data,a sample of 287 poor households in 26 villages in Gongzhuling were selected for questionnaire survey.Through the collation and analysis of research data and research cases,the three practical effects of employment and poverty alleviation in Gongzhuling are summarized by using typical case analysis methods;based on the Probit model and Stata analysis software,the eight factors influencing the practical effects of employment and poverty alleviation are quantitatively analyzed,starting from the quality of poor households,purchasing power of poor households and the three practical effects of stimulating non-poor households to start their own businesses.The results of the study show that:(1)employment poverty alleviation policies will significantly improve the ability of poor households and their purchasing power and drive nonpoor households;(2)the higher the proportion of poor households receiving employment assistance in the overall assistance,the more conducive the three practical effects;(3)the main forms of employment assistance also have a certain impact on the practical effects,among which vocational skills training assistance and production guidance assistance have a greater impact on the practical effects of improving the ability of poor households;out-of-home employment assistance,public welfare post assistance,entrepreneurship assistance and other forms of assistance have a greater impact on the purchasing power of poor households;entrepreneurship assistance,out-of-home employment,vocational skills training and other forms of assistance can stimulate the employment and entrepreneurship of non-poor households.Considering the possibility of errors having an impact on the results of the study,the results of the study were examined using a proxy variable approach and the results are robust.In response to the above conclusions,from the perspective of maximizing the practical effect of employment poverty alleviation,the following recommendations are made for further optimizing the employment poverty alleviation model:(1)adopt correct employment poverty alleviation guidance measures and increase the proportion of assistance;(2)establish a joint mechanism between enterprises and employment poverty alleviation,innovate the employment poverty alleviation organization model and implement good incentives;(3)promote intellectual poverty alleviation and encourage independent entrepreneurship...
