As higher education in Zhejiang Province enters the stage of popularization,colleges and universities gradually extend to the county level to run schools.This trend is an important reflection of the localization of higher education.Through the relocation of the main campus and the establishment of new campuses within the scope of county administrative divisions,some colleges and universities in Zhejiang Province have expanded the form of running schools and strengthened the role of colleges and universities in the development of the county economy.The county governments in all regions have also adopted preferential policies to attract colleges and universities to settle in their jurisdictions to train and reserve high-quality talents for local economic development and industrial transformation and upgrading.The development of county higher education in Zhejiang Province has a certain degree of advancement,and the research on the development of county higher education in Zhejiang Province has certain theoretical significance and practical value.The related theories of the right to run higher education,the economic geography of higher education and regional higher education can analyze the reasons for the development of county higher education in Zhejiang Province.Consistent with the course of the spatial evolution of colleges and universities at the national level,the spatial layout of colleges and universities in Zhejiang Province has gone through three stages: central city layout,large city layout,and localized aggregation.In recent years,the development of county higher education in Zhejiang Province has been relatively rapid.The development of county colleges and universities shows that the distribution of county higher education in Zhejiang Province is uneven,and the levels of schooling are diverse.Colleges and universities still face challenges such as insufficient teacher workforce and relatively simple major settings.To solve these problems in the development of county colleges and universities in Zhejiang Province,it is necessary to further clarify the school running rights of county colleges and universities,strengthen the characteristics of school running,optimize the spatial layout of county colleges and universities,reorganize and establish a good school-local relationship.The solution of these problems will be of great benefit in promoting the connotative development of higher education in county areas of Zhejiang Province.The governance of county higher education in Zhejiang Province needs to be optimized.The optimization strategy should start from three aspects: the construction of school-local relationship,government coordination and school reform.At the schoollocal relationship level,county colleges and universities need to further clarify their responsibilities,rights and interests with the local government and enhance school-local interaction.At the level of government coordination,the management of county higher education within the province should focus on the needs of the county,enhance the prospection of talents training and emphasize the education of local people.At the level of colleges and universities,we can try to establish a diversified county higher education group to run schools,promote the system of joint councils of government,schools and enterprises to improve the effectiveness of coordinated development.The development of county higher education is a complex,systematic and innovative process.In the development process of county higher education in Zhejiang Province,the power structure and awareness of school running,interaction with industry and school-local interaction have achieved some results,while there are still many challenges.The future research of county higher education needs to continue to be explored in terms of research directions,methods and theoretical perspectives.
