| In recent years,Beijing has been actively engaged in industrial and population dredging,it effectively reducing population growth and alleviating environmental problems and resource constraints.At the same time,Beijing is also increasing the introduction of high-precision talent,it obviously promotes the high-end of Beijing's industrial structure and the high-end quality of talent.However,the low-end labor supply has been decreasing,but the demand of such services has not decreased significantly.Thus,the price of this kind of service has also been increasing rapidly.In this situation,the urban costs rise,the efficiency of high-end talent has been damaged.In fact,the proportion of high-end service industry and low-end service industry in mega-cities should have a reasonable range,this paper compares the employment and industrial proportion of high-end service industries in Tokyo,Paris,London and other international metropolises,and finds that the employment proportion of high-end service industries in Beijing is almost the same as other metropolises,but the production is not as effectively as others.Therefore,Beijing should continue to absorb high-tech talents and encourage technological innovation.The labor employed by low-end service industry in these metropolises generally reaches about two-thirds,but the things in Beijing is now less than 40%,far less than the reasonable proportion.The number of employees in the Housing and Catering Service,which is among the low-end service industry,is showing a negative growth trend.It's demand rate and labor supply gap are the top in all industries,so this paper focuses on accommodation and catering industry,using the microdata of CMDS2017 to explore the impact factors of the migrants' willingness to stay.Using the Logit regression model,the influence of personal characteristic factors,economic factors and social psychological factors on the willingness to stay are studied.The results of empirical research show that gender,marital status,education level,income increase,whether there is medical insurance for workers and whether local people admit have a significant impact on the migrants' willingness to stay in Housing and Catering Service.To increase the willingness of the migrants in Beijing's Housing and Catering Service,employers,the government and the community need to work together.Employers need to take into account the education level and marital status of workers in recruitment,recruit workers with higher level of education and in marriage,train employees with skills and quality after they become employees,raise their wages regularly to enhance their employment stability,and provide them employee medical insurance and other protections.The government needs to play a leading role in promoting the elimination of discrimination in employment,improve the level of public services and strengthen the protection of the migrants.The society should create a harmonious and inclusive atmosphere to enhance the sense of social integration to the migrants.Thinking about the whole metropolitan area,Beijing should take into account the division of labor and cooperation between the various links of the industrial chain when carrying out industrial and population evacuation,and strengthen Beijing's radiation-driven capacity,rather than simply gathering to absorb. |
