Research On The Government Responsibility In Popularizing The Compulsory Education For The Children Of The Floating Population In Jinjiang City

Since the reform and opening up in the 1980 s,with the continuous development of China's economy and society,the phenomenon of population mobility has become increasingly frequent.Among them,the flow from economically underdeveloped areas to economically more developed areas is the main one.The huge scale of floating population brings opportunities and challenges to economically more developed areas.Floating population groups demand for public products and public services are going up,the children of the floating population of compulsory education resources demand is particularly prominent,how to make every migrant children's compulsory education problem,how to achieve to organize people's satisfactory education goal,this is before floating population defined the government must set out to solve the serious problem,which is both an important part of harmonious society in an all-round way better vision,is also true to ensure the education fair.Jinjiang city belongs to county-level cities in the economic developed cities across the country,from population,the floating population of more than local residents,therefore,this article selects jinjiang city of fujian province as the study area has certain typical and representative,combining with the education equity theory,and the theory of public goods,using literature study,questionnaire,interview method,such as research methods,through the comprehensive carding domestic and foreign relevant research results under the premise of in-depth investigation and analysis from the actual situation of jinjiang migrant children of compulsory education,in the full affirmation jinjiang city government to the popularization of the floating population children of compulsory education has been achieved at the same time,To objectively analyze the entrance,there are still some areas near the entrance formalities is more complex,the children of the floating population to enjoy high quality education resources,parts of migrant children dropout rates are relatively high,investigate its root cause lies in the government responsibility implementation does not reach the designated position,embodied in the system and policy is imperfect,fiscal responsibility implementation does not reach the designated position,policy implementation and supervision does not reach the designated position,education resources to plan as a whole does not reach the designated position.Based on this,to implement the responsibility of the government in compulsory education,we need to do the following: first,improve the relevant system,improve the relevant policies;Secondly,to improve financial input,improve the management of donations;Third,to optimize the implementation and supervision of policies;Finally,we should integrate various educational resources and build a social linkage system.Through the above measures to implement the government's responsibility in popularizing the children's compulsory education of the floating population,and hope that the government,market and society form a joint force,in order to better protect the rights of the children's compulsory education of the floating population in jinjiang city.
