The rapid development of teaching in the application of information technology has put forward higher requirements to the teachers in their professional qualities. In order to improve the technical capacity and levels, and promote the professional development of the majority of primary and secondary teachers, the Ministry of Education in December 2004 issued the "Educational Technology Competency Standards for Teachers (Trial)", and thus started the School Teachers technical capacity-building projects. With the continuous development of educational technology, how to make training truly effective in a short time, to improve the teachers'ability and make it effectively applied to practical applications of teaching, has become the education sector related training institutions, and social co- concerned about issues of concern.This paper is the introduction to the blended learning among teacher education and technical training, with relevant theoretical and practical research on blended learning model based on primary and secondary teacher education and technical training. It contains six parts:The first part is the introduction, introduces the topics of the background, education, training status and problems at home and abroad, the relevant definition of the concept, content and significance of the research, the subject of research methods.The second part is based on the blended model theoretical basis for teacher education and technical training, with the description on the theory of educational technology training for teachers and the blended model based on the theoretical basis.The third part is based on the necessity of mixed mode of teacher education and technical training and feasibility analysis on the training purposes, problems, features, and a mixed mode of the educational technology of primary and secondary teachers.The fourth part is the framework model design on the application in the blended learning model used in educational technology training, which is an introduction in design principles, design basis, the model framework of blended model of teacher training in educational technology model.The fifth part is the application of blended learning in teacher education and technical training. It introduces the preliminary analysis of teacher education and technical training, training design based on the blended learning model, and the implementation plan and its implementation based on blended learning model. Finally, it evaluates the training content, training methods and the extent to achieve the objective.The Sixth Part is a summary of research results (which are still inadequate) and prospect research.This paper is based on blended learning design ideas and blended learning design model. It fully uses the human resources software and hardware of training institutions, and designs and develops a large number of teaching resources, and through the construction of the network platform, it provides online learning support services to ensure learning and face to face learning quality, which saves time, reduces learning costs, improves the learning efficiency, and mobilizes the enthusiasm of the students, making the blended training really practical and significant.Training is a systematic activity. the effect of the implementation of the training design is affected by many factors. Only by doing more detailed research can we constantly revise and improve the design of training programs and do our technical training better.
