With the reform and development of basic education in our country,Party and state are attaching more and more importance to the work of teachers.It is required to give prominence to the construction of teachers,vigorously revitalize teacher education,and constantly improve the professional ability of teachers.Among them,instructional design capability as an important part of the professional ability of middle school teachers,has also received widespread attention.In recent years,the Ministry of Education promulgated the Curriculum Plan for General Senior High School and Curriculum Standards of Chinese and Other Subjects(2017 Edition),requiring teachers to conduct teaching and evaluation around core literacy,improving the capability of instructional design under core literacy has become a new challenge for middle school teachers.Therefore,it also means that in teacher training,an important way to promote the professional development of teachers,instructional design under core literacy has become the focus of teacher training.However,how to ensure the quality of training and give play to the value of training is the key issue in training work.The concept of OBE(Outcome-based Education)emphasizes to comply with the needs of social development,and effectively promote the achievement of goals based on outcomes,which brings new ideas for the instructional design capability training of middle school teachers.Based on the background of the new curriculum standards,this study focuses on the core purpose of “improving the instructional design capability of middle school teachers and improving the quality of middle school teacher training”.Based on the OBE concept,it is designed and applied of the training model of middle school teachers' instructional design capability.This research firstly conducted a questionnaire survey for middle school teachers in various districts of H province,and summarize the teaching plans written by some teachers,to comprehensively understand the instructional design capability and training status of middle school teachers under the background of the current new curriculum standards.Then according to the problems found in the previous survey,under the guidance of the OBE concept,starting from the four levels of "Defining-Realizing-Assessing-Using",constructing the training model of middle school teachers' instructional design capability,and carry out practical research in the teacher training project by taking the training topic "Design of Classroom Teaching Structures" as an example.Blended training based on MOOC was adopted to implement the model.Finally,the implementation effect of the training model was evaluated from the data of evaluation scale,questionnaire survey results and interview results.Through practical research,it has been shown that the the training model of middle school teachers' instructional design capability based on the OBE concept under the background of the new curriculum standards has certain application value,which can enhance the sense of "sense of gain" of the participating teachers after training and enhance the middle school teachers' instructional design capability under the core literacy.It provides a certain reference for exploring the effective path of the construction of the training model for middle school teachers.
