Research On The Operation Mode Of Think Tanks In Colleges And Universities Of Hebei Province

Based on Burton Clark's "triangle coordination model" theory and collaborative innovation theory,this paper uses literature research,case analysis and system analysis to explore the operation mode of Hebei University think tank.Based on the systematic analysis of the objectives,functions,functions and values of think tank construction,this paper defines the self orientation of think tank construction in Colleges and universities;through the study of the concept,classification standards and research nature of think tanks,and according to the requirements of logic on the definition,it deepens the concept of think tanks in Colleges and universities;it analyzes and summarizes that the current think tanks in Colleges and universities in Hebei Province are based on the "three screws" of government University think tanks In addition,it analyzes and points out the specific problems existing in the operational guarantee elements of Hebei University think tanks: the management system needs to be improved,the information platform is low in openness,the talent exchange mechanism is not perfect,the financing channel is relatively single and the way of successful communication is lack of diversity.This paper analyzes three top think tanks at home and abroad,summarizes their respective operation modes: the Hoover Research Institute market-oriented operation mode,the big innovation center task decomposition operation mode and the international strategic research institute project oriented operation mode,and analyzes their development background,operation process and operation guarantee,To provide reference for the operation mode of Hebei University think tanks: first,based on the problem-oriented goal;second,multi-party cooperation;third,to expand the two-way interactive impact;fourth,to build a platform for achievements promotion;fifth,to effectively balance the independence of think tanks.Based on the theoretical basis of this paper and the case analysis of excellent university think tanks at home and abroad,this paper constructs the "four in one" collaborative innovation operation mode of Hebei University think tanks according to the government market University,and expounds that this mode is based on the premise of collaborative innovation of thinking mode,based on and supported by collaborative innovation of organizations,centered and fundamental by collaborative innovation of resources,and targeted and priced by collaborative innovation of services Value operation process.In view of the operation guarantee factors of the mode,the paper puts forward some concrete suggestions to build project-based organization,build big data service system,establish personnel exchange mechanism,improve fund-raising mechanism and innovation achievement dissemination platform.
