Study On The Operation Pattern Of The New-type Think Tank Of Local Universities

The development of the new-type think tanks,a symbol of the scientific and democratic governance,offers a guarantee for the continuous improvement of the Communist Party's competence of administration.The university think tank is an important part of the diversification of the think tank system in our country.In the process of China's reform and opening-up,the local university think tank has already formed a decision-making and operating mechanism.The growth is a characteristic that distinguishes the development of China's think tanks from that of the foreign ones.The Triple Helix Theory holds that such hybrid organizations as university science parks,incubators and spin-off companies are generated from the interaction among the university,enterprise and government.And these organizations make a powerful impetus to the scientific-technological progress of the society.The new-type local university think tank,which was induced in the overlap part of the university,government and regional economy,is a typical hybrid organization.The thesis,basing on the Triple Helix Theory,aims to explain the generation of the impetus to the democratization and scientification of government decision-making by the new-type local university think tank which is the fountain of innovative thinking;to demonstrate the present situation of the operation of local university think tanks basing on the functional orientation from such perspectives as external environment,management system,research grant,business consciousness and evaluation mechanism;to present the operation of three domestic and foreign university think tanks as a reference;to construct,in both the internal and external energy fields,the operation pattern of the new-type local university think tank from the triple helix perspectives of personnel circulation,information circulation and output circulation;to seek for the external support organization that secures the functioning of the new-type local university think tank in the guidance of innovative ideas;and finally to provide theoretical support and practical route for the construction of the new-type local university think tanks.In consideration of the historical,geographical,humane and macro-control policy factors,China's regional economic development is still imbalanced.The conceiving,implementation and taking effect of our country's various policies shall take targeted measures in combinatio n with the regional economic characteristics.Though there is an abundance of domestic leadin g think tanks with their own obvious professional advantages,local university think tanks,ser ving the regional economic and social development in the long term,still have a promising fut ure.The construction of an effective operation pattern for the new-type local university think t anks helps to better serve the regional economic development and to advance the implementat ion of the Construction and Promotion Plan for Chinese Characteristic New Type Think Tank.
