Achieving effective teacher professional development is one of the most important goals in the teacher education.Under the Concept of “ Internet+” teacher training reform and the policy of teachers' professional development,teachers' blended training in workshops has become the new trend in teacher training,As the key role of teachers' workshop,the capability structure and professional development level of the workshop owners directly affect the quality of the learning.Combining the existing research and the current practice in teachers' blended training,researcher found that there are few researches on the competence of the workshop owner,and the capacity of workshop owners is also uneven.Therefore,it is necessary to pay attention to the competence of the workshop owner for achieving targeted and efficient training,and leading the development of teacher training in China.In the context of teachers' blended training,this study explored the basic components of the workshop owner's competence and constructed the competence model,Based on that,this study developed a competency assessment tool and present relative suggestions.Focus on research objectives,this research solved the following problems:(1)What are the elements,contents and dimensions of workshop owner's competence model?(2)How is the effectiveness of the assessment tool?(3)what is the current situation of workshop owner's competence,and how to apply the competency model and assessment tools?Based on the key problems,this study constructed the owner's competency model firstly,and revised the model.Based on the current capacity of workshop owners in relevant studies and referred to the ASTD competency modeling framework,this study adopted the triangulation which combines the literature summarizing method,questionnaires method and behavioral event interview to construct the competency model of workshop owners.The model was further revised through questionnaire review and experts demonstration.This research led to the framework of competency model with two dimensions,including leading demonstration ability,organization and management ability,training planning ability,instructional activity design ability,implementation guidance ability,analysis and evaluation ability,communication and coordination ability,etc.Based on the competency model,this study developed the competency assessment tool for workshop owners,verifies its content and structure through project analysis,factor analysis.With practical experience,the strategies on the application of the model and tool in the selection,training and evaluation of workshop owners were proposed to further support the process of teacher professional development.
