Study On The Development Strategy Of Regional Rural Adult Education

As an important focus of rural rejuvenation,regional rural adult education plays an important role in solving the Agriculture,Rural Areas and Farmers,effective rural governance and the construction of learning society.Regional rural adult education has had a very important impact on China's social development,but in the process of urban-rural games,it has gradually become marginalized.Therefore,it is necessary to understand the actual development of rural adult education,clarify the dilemmas,put forward a scientific and reasonable planning strategy for regional rural adult education from a certain strategic height to promote its sustainable and healthy development.Through literature analysis methods,interview methods,and other research methods,we have learned that,in the context of no plans for rural adult education at home and abroad,since the reform and opening up rural adult education in Baoding,Hebei Province has been continuously restored and developed,and now it is in a connotative development stage.At this stage,facing the dilemma of unclear target positioning,insufficient scientific content system,insufficient structural system and relatively lacking educational resources.Aiming at the above dilemmas,based on strategic management theory and guided by educational planning theory and public governance theory,the development vision of rural adult education in Baoding “connecting the present with the future,urban and rural” is proposed.From the institutions,system,resources allocation and other aspects,we also set out the goals for the next five years,that is to form a rural adult education pattern that basically meets the needs of rural adults,richer resources,better structures,more diverse types,more flexible forms,and wider coverage.The specific goal is to vigorously build a rural adult education network,increase talent training,do a good job in rural adult education services,increase efforts to create national rural vocational education and adult education demonstration counties and accelerate the construction of rural adult education informatization.In order to achieve the above-mentioned vision and goals,the key issues of the planning strategy are to strengthen the construction of bases such as rural adult schoolsand adult education practice bases,do a good job in educational training such as practical technical training,new professional farmer cultivation,and governance talent training,and through distance education,rural self-taught education to develop rural adult diploma education? In order to implement the above contents,principles such as forward-looking,characteristic,endogenous,and rolling should be followed,and the specific implementation measures are as follows : to realize the qualitative change of rural adult education by strengthening the connotation construction;to ensure the organic operation of the rural adult education system through innovative development mechanisms;to promote the healthy development of the education environment by optimizing the structural system;and to broaden the development path to enhance the vitality of regional rural adult education.In order to ensure the effective formulation and implementation of regional rural adult education planning strategies,safeguard measures should be put forward in terms of propaganda and guidance,systems and regulations,organizational leadership,funding,and teacher construction.Finally,the research has been reflected,and the future research has been put forward.It is expected to provide useful reference for the development of regional adult education in rural areas.
