Construction And Empirical Study Of The Index System Of Global Famous Sports Cities Based On Delphi Survey

In 2015,Shanghai's planning and urban development mentioned that it will basically achieve the construction goal of a Global Famous Sports City by 2025.The construction of a sports city is a relatively dynamic and comprehensive concept.With the development of social economy and culture,it is constantly changing.The accurate evaluation of a Global Famous Sports City can effectively reflect the construction process,and provide a basis and reference for local government agencies and related sports departments to formulate sports development plans.This paper intends to build a comprehensive and operable Evaluation Index System of Global Famous Sports Cities,enrich the theory of World-Famous Sports City,and make clear the reality of Shanghai municipal government and relevant departments in building a Global Famous Sports City: foundation,advantages,challenges and competition,so as to provide basis and theoretical basis for reasonably formulating strategies and implementation plans in different development stages.It brings intangible driving force for the sustainable development of the construction of Global Famous Sports Cities.Therefore,this paper has certain theoretical guidance and practical significance.Based on the literature,this paper first collates relevant domestic and international data,uses Delphi method to apply qualitative research to build a global evaluation index system of Famous Sports Cities,then uses weighted average method to establishes the evaluation weight standard,Based on the expert questionnaire survey,this paper constructs the evaluation index system of 5 first-class indexes and17 second-class indexes of the Global Famous Sports Cities and obtains the weight of each index.Based on this evaluation model and the data of London and Shanghai from 2016 to 2017,this paper makes an empirical study on the evaluation of Famous Sports Cities in the world,and concludes that the comprehensive evaluation score of London is 1.53,and that of Shanghai is 0.47,only 30.72% of that of London.The gap between Shanghai and London is quite obvious,with uneven development in all aspects.It also shows that Shanghai has more opportunities and potential in the future urban sports construction and marketing.This paper proposes the following suggestions: first,tap the market value of athletes,improve the strength level of professional sports clubs,improve infrastructure construction,actively prepare for bidding for the World Cup,Olympic Games or other top global events,and develop high-level competitive sports;second,combine special government funds with social organizations and enthusiastically participating in sports;third,optimizing the structure and layout of the sports industry and promoting sports consumption;fourth,attracting sports resources and improving global allocation capabilities;fifth,cultivating urban sports culture and increasing communication power.
