The construction of the teacher quality assurance system requires diverse participants and the cooperation of all parties,and the teacher professional organization is also an important force.The General Teaching Council for Scotland(GTCS),as a highly autonomous and independent professional organization for teachers,plays an important role in the education and quality assurance of teachers in Scotland.The analysis of the role of GTCS as a professional organization in the process of teacher quality assurance will help to provide a variety of perspectives for the improvement and perfection of the teacher quality assurance system in China.Taking GTCS as the research object and combining the theoretical perspective of teacher professionalism,this thesis explores the substantive role of GTCS as a teacher professional organization in the process of teacher quality assurance.By using the methods of literature research and historical research,the thesis makes a longitudinal analysis of the historical evolution and functional positioning of GTCS from the four stages of "Emergence,Difficult Exploration,Transformation and Rapid Development".Using case analysis method to describe and construct the GTCS internal teacher quality assurance measures from the four major stages of teacher professional growth such as “Initial Teacher Education,Teacher Induction,Career Continuous Professional Development,and Withdrawal Mechanism”;By using Bereday's Explanation-based Comparative research method,this thesis makes a social analysis of the field where GTCS is located from the aspects of "Professional Philosophy,Institution Permission,Market Demand".Finally,by using comparative analysis method,it reflects on the role of GTCS in teacher quality assurance.The study found that GTCS originated from the teaching profession,which hopes to ensure "Professionalism" through "Professional" in order to maintain high standards and high quality of teachers and the teaching profession.As a bottom-uporganization called by professionals and actively responded by the government,GTCS has laid the basic requirements for ensuring professional quality since its inception.No matter how its functions evolve and how its powers and responsibilities change,it is inseparable from the emphasis on professional quality of teachers.Although it has formed a series of measures in the process of teacher quality assurance,such as attaching importance to the quality of initial teacher education programs,emphasizing the continuity of teacher professional development,and paying attention to the online supporting system for teachers' continuous development etc.,it faces issues of management and bureaucracy,conflicts of interest between the government and the profession,tensions in teacher professional development and fiscal austerity.To improve the teacher quality assurance function of GTCS,it's necessary to clarify the responsibilities of GTCS and other relevant professional institutions,so as to avoid ambiguity of powers and responsibilities and overlapping of institutions;Research-driven,coordinating the relationship between the government and professional organizations,and building a synergy mechanism to promote teacher development;Providing a variety of supportive activities and services to promote the independent and personalized development of teachers.Taking GTCS as a mirror,professional organizations with teachers as the main body can be established in China to guarantee the quality of teachers;Establishing supportive and integrated professional review and development systems;Attaching importance to the construction of career standards and guide the continuous development of teachers;Improving the Professional Graduate Diplomas in Education to enhance the professional training of non-normal students.
