Professional degree postgraduate education possesses the distinctive features of vocational needs-oriented,goal orientation of high-level applied research talents,and the educational process of production-education-research collaborative cultivation and diversified social demand expectations.This stipulates the importance and complexity of its quality assurance system construction.At present,the whole world witnesses a new round of scientific and technological revolution and industrial reform,and China's economy is shifting from high-speed growth to high-quality development stage.The novel economy characterized by new technology,new industry,new formats and new models is booming.So it is urgent to lead the healthy development of economic society with the support of high-quality professional degree graduate education.Quality is the lifeline of professional degree postgraduate education.However,with the continuous expansion of the cultivation scale,such problems as the comparatively low occupation adaptability,weak ability in practical problems solving and low social recognition of professional degree graduate education have gradually emerged.The main reasons lie in the fact that with the rapid development of professional degree postgraduate education,the internal and external guarantee mechanism of quality is not mature,and a set of perfect quality assurance system of professional degree postgraduate education,which is suitable for China situation,has not been formed.On the basis of Stakeholder Theory and Social Governance System Theory,this paper is in an attempt to construct a quality assurance system in which all stakeholders are coordinated,interrelated and equal in responsibility and power.The study adopts the integrated methods in terms of research methodology that covers literature research,policy analysis,historical research,survey analysis,and comparative research.Firstly,the paper systematically reviews the changes of the quality assurance system of professional degree postgraduate education in China,and analyzes the reasons for the changes of participants,concept connotation and mechanism modes based on the perspective of quality concept.Secondly,based on the big data survey and analysis,the key factors affecting the quality of professional degree graduate education in China are identified from the perspective of professional degree graduate students and employers.Data mining has revealed that there are three main contradictions: weak internal quality assurance and scale development;macro supervision guided by the government,imperfect evaluation mechanism and scale development;and social multiside participation and scale development.Thirdly,it compares and studies systematically the market-oriented professional degree quality assurance system represented by the United States,the government-led model in Germany,and the joint participation of the government and society represented by the United Kingdom.Then,"Four Coordination" quality guarantee mechanism of professional degree has been constructed based on the modern governance theory.They are the coordination of Qualification Access and supervision evaluation;coordination of professional degree evaluation and overall audit of cultivation unit;coordination of external macro guidance of government and internal self-evaluation of cultivation unit,and coordination of social supervision and administrative evaluation.Finally,some operational suggestions have been offered for further optimizing and constructing the high-quality professional degree postgraduate education quality assurance system with Chinese characteristics.
