At present, professional degree graduate education is the important training type of graduate education reform and development. The establishment of postgraduate quality assurance system is one of the two focuses of comprehensively deepened reform of graduate education(another is postgraduate training mode innovation). Quality assurance of graduate education is the core content of postgraduate quality assurance system, and the paper will take a professional degree graduate quality assurance system as the research object, which has much theoretical significance and practical significance.The quality assurance system of professional degree graduate education is composed of external and internal systems. Based on the stakeholder theory, the studies suggest that the relevant subjects of professional degree graduate education external quality assurance system are composed of the government subject, academic subject and market subject. Among them, the government subject has two levels, including central administration of education and local administration of education, referring to professional degree graduate education management departments, postgraduate training competent authorities, the relevant ministries(or relevant industry associations). Academic subject includes graduate student training institutes and steering committee of professional degree graduate education. The market subject includes graduate students, families and the employment market(employers). The relevant subjects of professional degree graduate education internal quality assurance system are composed of administrative subject, academic subject and market subject. Administrative subject includes schools, institutes, graduate education management departments etc; academic subject includes the school degree evaluation committee and its branches, tutors, proposal presentation group and committee etc; social subject includes graduate students etc.Studies suggest that professional degree graduate education in China has made remarkable achievements. For instance, professional degree authorized organization, conferrable spot and talent training have formed a certain scale; professional degree graduate education structure and layout tend to be better, so that the professional degree graduate education quality assurance system including three levels of central, local and universities has formed. It has been a system in multi-subject way of government, market and academic to participate and to clarify diverse subjects’ responsibility. However, there are three problems for the quality assurance system of professional degree graduate education in China: first, in the three levels of quality assurance system, it is too much for central power rather than provincial power, so that autonomy in running the postgraduate training is not enough; Second, academic organizations and social organizations doesn’t work well; Third, postgraduate training institutes do not have enough self-discipline in building a quality assurance system, because of the unclear responsibility of three-level management subjects, influenced by the education management system, lack of enthusiasm from academic organizations and social organizations, and internal demand.According to the above research, it needs two ways to reform and improve the quality assurance system of professional degree graduate education: first, it should be improved with reconstruction of the rights and responsibilities of relevant subjects of the quality assurance system of professional degree graduate education. it should pay attention to the central management, strengthen the power of provincial area, give more autonomy in running the postgraduate training, explore multiple cooperative modes with industry, clarify commission’s responsibilities. Second, it should be established benign interactive mechanism between multiple subjects of graduate education management system.
