At the beginning of the 21 st century,the proportion of the elderly population above 65 years of age in China exceeded the international level of aging,marking that China has entered an aging society.With the passage of time,as of 2010,the proportion has reached 8.87%,and at the end of 2014,according to the statistics of the population age structure of the National Bureau of Statistics,it was found that the number of elderly people over 60 in China exceeded 200 million,accounting for 15.5 %,Indicating that China's aging process is gradually accelerating.As the pressure of population ageing accumulates year by year,the endowment security in various provinces has also experienced a crisis.For example,the endowment security in Yunnan Province is also facing new challenges.According to relevant statistics,starting from 2014 without considering financial subsidies In the current period,the urban employee pension insurance in Yunnan Province had a deficit,and it gradually increased in the next three years.In 2017,the current deficit reached 8.296 billion yuan.The problem of aging has long appeared in developed countries.Faced with this problem,developed countries have achieved good results by implementing delayed retirement policies.China introduced the concept of delayed retirement during the Third Plenary Session of the 18 th Central Committee of the People's Republic of China in 2013,and it also attracted widespread attention at the time.Need further research.This paper refers to the experimental measures of reform and opening up,and selects Yunnan Province as the research target.MATLAB software is used to predict the future population development status and the basic pension insurance fund income and expenditure status of urban employees in Yunnan Province.Finally,based on the calculation results,this paper studies the delayed retirement policy for Yunnan The specific effects of the basic endowment insurance funds for provincial urban employees.This article first consulted and collated relevant literature at home and abroad,and on the basis of summarizing the existing literature at the current stage,determined the research method and research content;Then,in the context of the "all-round two children" policy,a population prediction model was established to predict the detailed population of Yunnan Province in the next 30 years,and it was found that it is difficult to maintain the balance of the Yunnan pension fund account by continuing to implement the new "tax reduction and fee reduction" policy.Finally,combined with the foreign delayed retirement policy and the current actual situation in China,four delay retirement schemes suitable for China were selected.Taking the Yunnan Province Urban Employees Basic Pension Insurance Fund Revenue and Expenditure Prediction Model as an example,the pension funds under the four schemes were shown.The specific operating conditions of the system summarize the following conclusions: First: The four different forms of delayed retirement schemes will all reduce the pressure on payment of urban employee endowment insurance accounts in Yunnan Province to varying degrees,but in the end there will be gaps in the current year,and the acceleration will be enlarged,indicating that the delayed retirement policy can only delay the gap.At the point in time,the problem of the gap in pension payments cannot be fundamentally resolved.Second,the speed of the delayed retirement age will directly affect the income and expenditure of the urban employee pension account in Yunnan Province.Specifically,under the same conditions,the older the retirement age and the faster the progressive retirement,the higher the pension.The less funding pressure on your account.Third,the effects of delayed retirement policies on different genders are also different.In general,because of demographics,men's one-year delay has a stronger effect on pensions than women,but women's delayed retirement has more policy space.Finally,based on the empirical prediction results,five policy recommendations are proposed: 1.Strengthening early publicity and reducing resistance to implementation;2.Strengthening supervision and reducing early retirement;3.Learning flexible systems for retirement of men and women at the same age;Risk of corrosion;5.Increase the length of annual breaks to protect employee welfare.
