In the 21st century,the demand for the quality of higher education is still the central issue of concern.Internal accountability is an important measure for American higher education institutions to improve campus governance and improve the quality of education.This paper takes the internal accountability of the University of Wisconsin-Madison as the research object,and uses Richard Scott's new institutionalism as the theoretical basis.It uses literature research,case analysis,comparative research and other research methods to explore the structure,process,function and effectiveness of internal accountability in US state universities.It's found in study:First,the internal accountability of Madison is based on “student” and “academic projects”.The quantitative data is used to enhance comparability.The overall focus is on internal quality improvement,aiming at continuous excellence.Second,internal US state university asks Responsibility reflects three modes.Student learning outcomes,academic programs,teacher ownership,and quality improvement will be the focus of internal accountability.Diversification,systemicity,continuity,and integration will become trends in internal accountability.Third,internal accountability is the product of the university's independent influence,but internal accountability is not equal to university autonomy.The university wants to improve its autonomy,pay attention to transparency,and establish trust with the society by increasing transparency.The practical experience of internal accountability at US State University provides useful inspiration and experience for the internal quality assurance of Chinese universities,including: understanding the important role of internal accountability in quality improvement,and linking internal accountability and macro policy requirements,Improving the internal accountability organization,forming a multilevel and multilevel university accountability system;building a student-centered internal accountability system;fostering a culture of college accountability,and form a self-sustaining internal drive.
