| With the rapid development of the world's politics and economics,what has become the commanding heights of international competition for higher education in various countries is that accelerating the development and reform of higher education and creating the world-class universities and high-level research universities.How modern universities choose a reasonable method to cope with the changing external environment has become a problem which is worthy of attention.Reforming the internal governance in universities,establishing a scientific governance structure and sound operation mechanisms,and promoting the healthy deve=lopment of universities have become major issues in the field of higher education.After long-term efforts,China's higher education reform has achieved certain achievements,and colleges and universities have steadily moved forward.However,there are still many imperfections in the internal governance of China's universities,and there is a big gap compared with the world 's powerful education countries.In 2004,the “Independent Administrative Corporation Reform” of the National University of Japan was a concrete manifestation of Japan's administrative reform in the reform of higher education.The achievements of the corporation reform were widely recognized,and some national universities have become world-class universities.China and Japan are in a straitjacket,and studying the internal governance structure and operating mechanism of Japanese national universities after corporation reform has important reference significance for improving the internal governance of public universities in China.This article uses the literature research method,case study method and comparative research method to study the internal governance structure and operation mechanism of the National University of Japan after the corporation reform on the basis of exploring the internal governance concepts and systems of the National University of Japan after the corporation reform.The three-level internal governance organization formed by the National University after the corporation reform is divided into university level,department level,and lecture level.At the university level,the principal and the board of directors are decision-making bodies,the business council and the education research council are deliberation and consulting bodies,and the bureau is responsible for the administrative execution of the whole university.In addition,there are principal election committees and supervisors.At the department level,there are research institutes,libraries,the Ministry of Affairs and other departments,and this article mainly describes the academic department and the Ministry of Administrative Organization Affairs.The third level is the lecture level,which is the smallest teaching organization unit of the Japanese National University.The operating mechanism is the mechanism of interaction between various factors within the university.In this article,the operating mechanism of the Japanese national university is divided into four aspects,they are "top-down decision-makingmechanism with the principal as the core","academic independence and autonomy mechanism","supervision and control mechanism for internal authority "," and"performance-focused target management mechanism".After the corporation reform,the National University of Japan relied on a reasonable governance structure and standardized operating mechanism to improve the effect of good reputation and the whole teaching quality,and promote the marketization of the national university,but it also has caused some problems such as the infringement of academic freedom of teachers.The corporation reform of the national university in Japan also needs to be improved through continuous exploration.It has been 17 years since the corporation reform.Its advanced governance concepts and perfect institutional arrangements serving as scientific guidelines and solid legal backup support the reform of the national university,which enable the national university to rely on a reasonable governance structure and standardized operation mechanisms and promote the effective operation of universities and the improvement of the quality of educational research.At the same time,we should also realize the problems brought by the corporation reform,draw lessons from the experience,and play a certain reference to the reform of university governance in China on the basis of the current internal governance of universities in China. |
