A hundred years of life,based on early childhood.In China,preschool education is an important social undertaking that has a bearing on the development of the country.Preschool education which could promote social equity is good for children's growth.Preschool education is the immediate interests of the people,also it is related to the development of the country and the future of the nation.With the development of the economy,society pays more and more attention to preschool education.People are more and more concerned about the development of preschool education.In this paper,literature research,case study,questionnaire survey and interview method are used to investigate.Through the collection and arrangement of relevant policy documents and specific measures for preschool education in Huayang Street,we can understand the implementation of policies in Huayang Street.After sorting out the questionnaire information,online political information and interviews,we can summarize the opinions and views of people on the "Kindergarten Enrollment Difficulty" in Huayang Street.Through the investigation of the preschool education of Huayang Street,we could find the cause and the solution of "Kindergarten Enrollment Difficulty" with using Educational Resources Allocation Theory.The urbanization of Huayang Street has developed rapidly in recent years.The population is growing fast.The demand for kindergartens increases rapidly.This paper analysed the preschool education allocation in Huayang Street by using Educational Resources Allocation Theory.In the development of preschool education in Huayang Street,there are many problems,such as Insufficient number of public welfare kindergartens and unreasonable allocation of educational resources.Specifically,the resources for public welfare preschool are in short supply,which can not meet the enrollment needs of school-age children.The contradiction between supply and demand of public kindergartens is prominent.The existing preschool education resources in Huayang Street are not fully integrated.The enthusiasm of private kindergartens to inclusive kindergartens is not high,which limits the increase of public welfare preschool.The root cause of "Kindergarten Enrollment Difficulty" is theunreasonable allocation of educational resources,which leads to the contradiction between supply and demand of preschool education in Huayang Street.The following measures can be taken to solve the problem of "Kindergarten Enrollment Difficulty" :1.The government should plan in advance and arrange reasonably to increase the total amount of preschool education resources;the community could use existing buildings and venues to build community kindergartens to increase educational resources.3.Through policy innovation,the government introduce more attractive measures to increase the enthusiasm of private kindergartens to convert.4.Government steps up policy innovation,encourages government and private capital cooperation.The government could purchase educational services and increase the number of non-profit kindergartens with the "PPP" model.In the long run,the government needs to speed up preschool education legislation and clarify government responsibilities to ensure the development of preschool education with the legal situation.Before preschool education legislation completed,the Chengdu Tianfu New Area should increase financial investment to subsidy for some private kindergartens and incorporate private kindergartens into government public service system to providing education services for school-age children in Huayang Street.
