In recent years,with the acceleration of China's urbanization process,the rural population has gradually decreased,and rural schools have experienced a sudden decline in the number of students.Since 2001,in order to integrate decentralized education resources,the state has promulgated and implemented the "School Abolishing and Merging " policy,withdrawing schools from small rural schools with few students and merging them into nearby larger schools.On the whole,the implementation of the policy of "School Abolishing and Merging " is conducive to the development of rural education.However,during the implementation of the policy,some local governments have made "one-size-fits-all" and "one-boiler" mistakes.Improper practices have brought about Many problems,one of which is the significant increase in the cost of education for rural households.This study is based on the perspective of family education costs,and selects 28 primary schools in X County,M County,Henan Province as the target,and analyzes the consequences and impacts of the implementation of "School Abolishing and Merging".First of all,the current situation of the implementation of the "School Abolishing and Merging " in M County X of Henan Province is reviewed,and the reasons for the common phenomenon of the "School Abolishing and Merging " in M County X are summarized,and the consequences and effects of the implementation of the "School Abolishing and Merging " policy are explained;Secondly,through the combination of quantitative analysis and qualitative analysis,the impact of "School Abolishing and Merging " on the educational cost of farmers' families was further demonstrated.Finally,for the problem of cost increase,in the implementation process of the "School Abolishing and Merging " in town X of M county,The author puts forward corresponding improvement suggestions,and explores how to achieve a balance between efficiency and fairness in the implementation of the "School Abolishing and Merging" policy.The first part of the thesis is the introduction,including the reason for choosing the topic,the theoretical basis,core concepts,literature review,and research design;the second part is a description of the implementation status and impact of the "School Abolishing and Merging " in X town,M county,s province;third part is the quantitative analysis of the impact of the implementation of the "School Abolishing and Merging " on the family education cost in rural areas;the fourth part is the analysis of the problems and causes of the impact on the family education costs after the implementation of the integration and withdrawal of rural schools in the rural areas;Several suggestions for problems in "School Abolishing and Merging ",including implementing the "School Abolishing and Merging " policy according to local conditions,and appropriately retaining schools when necessary;strengthening student psychological counseling and appropriate psychological intervention for students;implementing policy tilts to protect students from the right of education;strengthening education management supervision and improving the school management system;strengthening the management of commuter vehicles and boarding schools;equipping public education resources equitably,and promoting balanced education development in urban and rural areas to ensure fair education.
